Book excerpt: Pursuant to a congressional request, GAO reviewed the Federal Aviation Administration's (FAA) use of letters of intent (LOI) to fund projects under its Airport Improvement Program (AIP). GAO found that: (1) FAA has significantly increased its use of LOI to fund AIP projects since fiscal year 1988 and plans to double the amount of LOI in fiscal years 1994 through 1999; (2) LOI constitute an increasing percentage of total AIP obligations; (3) LOI use has increased because airport sponsors can avoid competing with other projects for funds in future years and LOI are more flexible than AIP single-year or multiyear grants; (4) FAA could more effectively manage its LOI by ensuring that they are used to significantly improve airport capacity, establishing criteria defining a significant improvement, and establishing program performance goals and measurements; (5) FAA has not analyzed how projects funded under LOI affect the national airport system; (6) FAA has used LOI without congressional approval to fund projects at small airports and auxiliary airport facilities because it could not issue multiyear grants; (7) FAA has incorrectly assumed that AIP discretionary funds would not decrease and has not reserved sufficient discretionary funds to meet the immediate needs of the national airport system; and (8) FAA failure to pay LOI on time and in full can jeopardize new LOI-backed bond financing.

Book excerpt: Pursuant to a congressional request, GAO provided information on the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP), focusing on the: (1) total amount of funding obligated to each state from the Airport and Airway Trust Fund for AIP projects; and (2) number of enplanements by each state between fiscal years 1984 and 1992. GAO found that: (1) between 1984 and 1992, the top five states that received AIP funding were California, Texas, Florida, New York, and Illinois; (2) the total number of enplanements grew from about 310 million in 1982 to 499 million in 1990; (3) AIP obligations grew from $810 million in 1984 to $1.9 billion in 1992; (4) although airline passenger ticket taxes have accounted for about 68 percent of trust fund revenues, the airlines and federal agencies do not collect or report individual ticket taxes; (5) tax funds are collected by airlines and submitted to the Internal Revenue Service for deposit into the Treasury; (6) nearly one-half of AIP obligations are for entitlements, 24.5 percent are set-aside, and the remaining funds are obligated at the discretion of the FAA Administrator; and (7) although the primary purposes of the Fund are to ensure the overall safety and efficiency of the nation's airspace system operations and fund AIP projects, funding legislation does not contain provisions requiring that the distribution of AIP grant funds correspond to flight enplanement.

GAO found that: (1) FAA does not consider general aviation to be a significant factor in congestion at commercial airports; (2) the 38-percent decrease in general aviation traffic from 1983 to 1991 can be attributed to an overall decline in general aviation activity, not the presence of reliever airports; (3) FAA often considers general aviation access excessive in areas where relievers are located; (4) diminishing general aviation traffic has resulted in competition among airports for the same general aviation users; (5) although FAA does not know whether reliever funding has actually reduced congestion or improved access, it plans to continue to designate 5 percent of all AIP funds for reliever projects; (6) FAA could reduce the number of airports designated as relievers so that only those that currently have the facilities to accommodate large general aviation aircraft would be included in the set-aside; and (7) FAA could eliminate the designation of AIP funds altogether and have current reliever airports compete with all other general aviation airports for general aviation development funds.
