Por ello, es muy importante homologar los métodos de su desempeño en el ámbito nacional. Un manual de operaciones en materia de táctica y técnica especializada, como este, da a conocer los criterios en la actuación policial, con los cuales se instruirá a los elementos mediante la práctica de procedimientos y protocolos que garanticen su seguridad. Este rendimiento se reflejará en la administración eficiente de las diferentes organizaciones al contar con los recursos materiales y humanos óptimos para el cumplimiento de su misión, evitando el dispendio y mal uso de estos, por lo que la sociedad será la principal beneficiada. Así, para disminuir los riesgos en una actividad preventiva, se espera cambiar las tácticas y técnicas heterogéneas por protocolos universales que lleven a crear un estilo propio, mediante la elaboración de criterios generales en materia de operaciones especiales. El resultado será tangible al aplicar un manual único que contemple la formación inicial de los integrantes de las fuerzas de seguridad. El conocimiento, estudio y análisis de conceptos fundamentales, así como de herramientas y materiales requeridos para la planeación, organización, dirección y control de operaciones de gran peligro, mejorarán sustancialmente las estrategias de actuación policial ante una situación crítica o de alto riesgo.

Countless thousands of others have been tortured; no one knows how many have disappeared. Caught between government forces and organized crime cartels, the Mexican people have suffered as atrocities and impunity reign. Based on three years of research, over 100 interviews, and previously unreleased government documents, this report finds a reasonable basis to believe that government forces and members of criminal cartels have perpetrated crimes against humanity in Mexico. The report comprehensively examines why there has been so little justice for atrocity crimes, and finds the main answers in political obstruction. Given the lack of political will to end impunity, new approaches must be taken. The report argues for a series of institutional changes, most importantly the creation of an internationalized investigative body, based inside Mexico, with powers to independently investigate and prosecute atrocity crimes."--Page 4 of cover.

This is the first book to deal exclusively with the nature of command itself, and to trace its development over two thousand years from ancient Greece to Vietnam. It treats historically the whole variety of problems involved in commanding armies, including staff organization and administration, communications methods and technologies, weaponry, and logistics. And it analyzes the relationship between these problems and military strategy. In vivid descriptions of key battles and campaigns—among others, Napoleon at Jena, Moltke’s Königgrätz campaign, the Arab–Israeli war of 1973, and the Americans in Vietnam—Martin van Creveld focuses on the means of command and shows how those means worked in practice. He finds that technological advances such as the railroad, breech-loading rifles, the telegraph and later the radio, tanks, and helicopters all brought commanders not only new tactical possibilities but also new limitations.
