The class of surveys under study are nominally fifteen days in length and designed to characterize pollutant types and levels at the site being monitored. The resources available to collect data are limited and a 'best' sampling and analysis program has to be chosen to maximize data collection, a difficult problem. This report reviews the first year's progress in formulating and implementing models for munitions manufacturing processes, site topology, measurement resources and a resource matching program.
