Book excerpt: Rapid population growth, poorly planned urbanization, and evolving agricultural production and distribution practices are changing foodways in African cities and creating challenges: Africans are increasingly facing hunger, undernutrition, and malnutrition. Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.

Smart Food is food that fulfills the criteria for being good for you (nutritious and healthy), good for the planet (environmentally sustainable); and beneficial to the farmers who grow these crops (resilient and viable). The aim of this Research Topic is to provide researchers, research managers, funding agencies, and government agencies with scientifically backed information to foster awareness, increased use, and support for research into Smart Food.

Ces régimes alimentaires doivent également être socio-culturellement acceptables et accessibles à tous sur le plan économique. Reconnaissant l’existence d’opinions divergentes dans ce domaine, les pays ont demandé l’avis de l’Organisation des Nations Unies pour l’alimentation et l’agriculture (FAO) et de l’Organisation mondiale de la santé (OMS) sur ce qui constitue des régimes alimentaires sains et durables. Les principes directeurs présentés ici adoptent une approche holistique concernant les régimes alimentaires. Ils prennent en compte les recommandations internationales en termes de nutrition, le coût environnemental de la production et de la consommation alimentaires ainsi que la capacité d'adaptation aux contextes sociaux, culturels et économiques locaux. Ces principes directeurs soulignent le rôle de la consommation et des régimes alimentaires dans la contribution à la réalisation des ODD au niveau du pays, en particulier les Objectifs n° 1 (Pas de pauvreté), n° 2 (Faim « zéro »), n° 3 (Bonne santé et bien-être), n° 4 (Éducation de qualité), n° 5 (Égalité entre les genres) ainsi que n° 12 (Consommation et production durables) et n° 13 (Mesures relatives à la lutte contre les changements climatiques). Book excerpt: The SSF Guidelines recognize the right of fishers and fishworkers, acting both individually and collectively, to improve their livelihoods through value chains, post-harvest operations and trade. To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.

Building on state-of-the-art and participatory research on farming, urbanism, food policy and advocacy in the field of food system transformation, this book changes the way food planning has been conceptualised to date and invites the reader to fully embrace the transformative potential of an agroecological perspective. Bringing in dialogue from both the rural and urban, the producer and consumer, this book challenges conventional approaches that see them as separate spheres, whose problems can only be solved by a reconnection. Instead, it argues for moving away from a ‘food-in-the-city’ approach towards an ‘urbanism’ perspective, in which the economic and spatial processes that currently drive urbanisation will be unpacked and dissected, and new strategies for changing those processes into more equal and just ones are put forward. Drawing on the nascent field of urban political agroecology, this text brings together: i) theoretical re-conceptualisations of urbanism in relation to food planning and the emergence of new agrarian questions, ii) critical analysis of experimental methodologies and performing arts for public dialogue, reflexivity and food sovereignty research, iii) experiences of resourceful land management, including urban land use and land tenure change, and iv) theoretical and practical exploration of post-capitalist economics that bring consumers and producers together to make the case for an agroecological urbanism. Inspecting key indicators from the FSD, Senegal’s food system is indeed failing to provide healthy diets to the population in an inclusive and sustainable manner. For example, total food supplies are estimated to be energy insufficient (below 2,500 kilocalories (kcal) per capita per day in 2013), lacking diversity (especially in terms of fruit and pulses, with supplies of only 53 and 15 grams (g) per capita per day in 2019, respectively), and potentially threatening soil biodiversity. Therefore, it is unsurprising to observe that 46 percent of the population in 2020 was unable to afford a healthy diet and 49 percent was moderately or severely food insecure. This is also reflected in the poor performance of dietary indicators for infants and children, as well as the high anemia prevalence in women. However, the traditional method by which the commodity is produced leads to high levels of polycyclic aromatic hydrocarbons (PAH, a food safety hazard) in the commodity. This predisposes consumers to potential health challenges linked to PAH exposure in food. The extent to which that is the case in Ghana was evaluated by screening smoked fish on informal markets in the country for the hazard. Since the FAO-Thiaroye fish processing technique (FTT) has been demonstrated to address the PAH problem, it was further evaluated against traditional kilns in that respect. Consumer acceptance of smoked products from the FTT versus the traditional kilns was also evaluated. The findings demonstrated the high PAH levels associated with traditional kilns, and the efficacy of the FTT in that regard. Consequently, a risk assessment showed that should FTT be used instead of traditional kilns to smoke fish in the Ghana, consumers will be protected from PAH public health risks related to smoked fish consumption. It was also found that overall, consumers are likely to accept products from the new kiln since they did not show a significant preference for traditional kiln products.

The resulting development interventions are too rarely locally rooted, locally driven, or resonant with local context. At the same time, theories and practices from developing countries rarely travel to the Western agencies dominating development, undermining the possibility of a beneficial synergy that could be obtained from the best of both worlds. There are many reasons why the experiences of locally driven development are not communicated back to global development actors, including, but not limited to, the marginal role of Southern voices in global forums. This volume gives a platform to authentic African voices and non-African collaborators, to explore what endogenous development means, how it can be implemented, and how an endogenous development approach can shape local, national and global policies.
