Book excerpt: In this book, the distinguished scholar Hanna Batatu presents a comprehensive analysis of the recent social, economic, and political evolution of Syria's peasantry, the segment of society from which the current holders of political power stem. Batatu focuses mainly on the twentieth century and, in particular, on the Ba`th movement, the structures of power after the military coup d'état of 1963, and the era of îvfiz al-Asad, Syria's first ruler of peasant extraction. Without seeking to prove any single theory about Syrian life, he offers a uniquely rich and detailed account of how power was transferred from one demographic group to another and how that power is maintained today. Batatu begins by examining social differences among Syria's peasants and the evolution of their mode of life and economic circumstances. He then scrutinizes the peasants' forms of consciousness, organization, and behavior in Ottoman and Mandate times and prior to the Ba`thists' rise to power. He explores the rural aspects of Ba`thism and shows that it was not a single force but a plurality of interrelated groups--prominent among them the descendants of the lesser rural notables--with different social goals and mental horizons. The book also provides a perceptive account of President Asad, his personality and conduct, and the characteristics and power structures of his regime. Batatu draws throughout on a wide range of socioeconomic and biographical information and on personal interviews with Syrian peasants and political leaders, offering invaluable insights into the complexities of a country and a regime that have long been poorly understood by outsiders.

In Syria, state-business involvement through informal networks has contributed to an erratic economy. With unique access to private businessmen and select state officials during a critical period of transition, this book examines Syria's political economy from 1970 to 2005 to explain the nation's pattern of state intervention and prolonged economic stagnation. As state income from oil sales and aid declined, collusion was a bid for political security by an embattled regime. To achieve a modicum of economic growth, the Syrian regime would develop ties with select members of the business community, reserving the right to reverse their inclusion in the future. Haddad ultimately reveals that this practice paved the way for forms of economic agency that maintained the security of the regime but diminished the development potential of the state and the private sector.

The Great Syrian Revolt of 1925 was the first mass movement against colonial rule in the Middle East. Mobilizing peasants, workers, and army veterans, it was also the region’s largest and longest-lasting anti-colonial insurgency during the inter-war period. Though the revolt failed to liberate Syria from French occupation, it provided a model of popular nationalism and resistance that remains potent in the Middle East today. Each subsequent Arab uprising against foreign rule has repeated the language and tactics of the Great Syrian Revolt. In this work, Michael Provence uses newly released secret colonial intelligence sources, neglected memoirs, and popular memory to tell the story of the revolt from the perspective of its participants. He shows how Ottoman-subsidized military education created a generation of leaders who rebelled against both the French Mandate rulers of Syria and the Syrian elite who helped the colonial regime. This new popular nationalism was unprecedented in the Arab world. Provence shows compellingly that the Great Syrian Revolt was a formative event in shaping the modern Middle East.

Book excerpt: Workers from the Syrian diaspora have maintained a presence in Lebanon for decades, building multimillion-dollar apartment complexes, toiling for backbreaking hours in grocery stores. From the mid-2000s, liberalising reforms saw accelerating levels of poverty among workers, often paid as low as $20 per day. Instead of ‘opportunity’, workers faced the prospect of indefinite economic exile, the unending drudgery of hard labour, and a constant struggle to make ends meet. But in 2011, revolution came to Syria. Rural towns and villages exploded in revolt, but even those workers who remained in Beirut found means to protest at a distance. Their movement, which this book identifies as ‘rebel populism,’ represents an early instance of an increasingly common global contentious political formation, a form of mass politics that emerges not via a charismatic orator or developed ideological convictions, but through the weaving together of grievances aimed at the ruling class.

But why are some divided societies more prone to the collapse of social trust than others? This book uses empirical and case study research, including qualitative comparative analysis (QCA), statistical methods, observations and interviews, to compare which policies and institutions to build trust have a greater impact on divided societies in the Middle East. The book focuses on Lebanon, Palestine, and Syria, but analyses the results from these societies by also comparing other political and ethno-religiously divided societies beyond the MENA region. The book does not want to forward a universal 'theory' that gives us the origin of trust and how it is destroyed. Rather, it aims to provide a comprehensive explanation of generalised trust in divided societies and answer the question: under which institutions is generalised trust in a divided society maintained or destroyed, and how does this happen? Of key importance to Abdalhadi Alijla is to highlight the formal and informal institutions that inspire an elevated level of trust to help make societies less vulnerable to internal conflict, and also to give voice to the real people who live and experience divided societies.
