The first analytical collection to combine geographical and political ecological approaches to the post-1990s changes in Latin America’s extractive economy, Subterranean Struggles closely examines the factors driving this expansion and the sociopolitical, environmental, and political economic consequences it has wrought. A summary discussion of the definitions of PES is provided, given that the definitional issue is raised in the individual reports. That discussion is used to present a comprehensive framework of the key design features of PES, which is then used to outline the features of the PES schemes in the four country studies before presenting a comparison of their key features and issues. Then, the key lessons learnt from the country studies and this review, as well as the policy recommendations relevant to REDD+, are derived.

Extraction has yielded wealth, regional identities and in some cases capital for industrialization. In other cases its main heritages have been social conflict, environmental damage and underperforming national economies. As the extractive economy has entered another boom period over the last decade, not least in Latin America, the countries in which this boom is occurring are challenged to interpret this ambiguity. Will the extractive industry yield, for them, economic development, or will its main gifts be ones of conflict, degradation and unequal forms of growth. This book speaks directly to this question and to the different ways in which Latin American countries are responding to the challenge of extractive industry. The contributors are a mixture of geographers, economists, political scientists, development experts and anthropologists, who all draw on sustained field work in the region. By digging deep into both national and local experiences with extractive industry they demonstrate the ways in which it transforms economies, societies, polities and environments. They pay particular attention to the social conflict that extraction consistently produces, and they ask how far this conflict might usher in political and institutional changes that could lead to a more productive relationship between extraction and development. They also ask whether the existence of left-of-centre governments in the region changes the relationships between extractive industry and development. The book makes clear the immense difficulties that countries and regional societies face in harnessing extractive industry for the collective good. For the most part the findings question the wisdom of the development model that many countries in the region have taken up and which emphasises the productive roles of mining and hydrocarbon industries. While an administrative solution for the disputed territories remains evasive, minority groups across the region have been pulled into a clash over demographic composition as each disputed district faces ethnically defined claims. There has been little research on the impact of heightened identity politics on the everyday lives of citizens. Today, more than one-third of world trade takes place in the form of intrafirm transactions—that is, trade among the various parts of the same corporate network spread across borders—and the bulk of technology is transferred within the confines of integrated international production systems. This means that FDI and the operations of multinational corporations have become central to the world economy at large. Nowhere is this more important than for developing countries. But as Theodore Moran argues in this new volume, FDI is not a single phenomenon. FDI has such different impacts in the extractive sector, infrastructure, manufacturing and assembly, and services—and presents such distinctive policy challenges—that each broad category of FDI must be treated on its own terms. Indeed, past studies that have aggregated all FDI flows together to try to find some unique relationship to host-country growth or welfare have led to unreliable substantive findings and, sometimes, mistaken policy conclusions. Moran examines each of the principal forms of FDI, extracts the best from previous analysis, and offers new findings and perspectives about how benefits from FDI in each sector can be enhanced and potential damages limited or eliminated.
