Book excerpt: For as long as humans have been inhabiting coastal areas and recording what occurs in their environments, coastal zones have been defined through dynamic interactions. And this is further underlined by a more recent development: observed sea level rise. In a thorough but not overly technical approach, Adapting to Sea Level Rise in the Coastal Zone: Law and Policy Considerations provides a legal-policy framework for facing the challenges of sea level rise. The book includes an analysis of sea level rise adaptation strategies that examines the legal impacts of coastal land use decisions based on the current interpretation of private property rights in relation to public control over those rights. The author discusses the science behind sea level rise and highlights policy complexities and options. He then presents an overview of related legalities, and bringing it all together, applies the principles offered in the book, concluding with strategies and solutions and a perspective on the future. If we accept the premise that sea level rise is occurring and will continue for the foreseeable future, then we must begin to consider policy responses to this risk in coastal regions. By that time, prior to the 1980s, the primary goal of coastal works projects was to maximize safety, taking into account only engineering knowledge and existing economic constraints. Today, concerns are no longer limited to safety; lifestyle and quality of life have become essential ingredients in building a successful coastal works project. Other aspects of the project are also important, such as environmental impact, attractiveness, and sustainability. These additionalcomplexities are further aggravated by other pieces of the puzzle that need to be integrated into the overall design, such as the non-engineering and non-science aspects. A synthesis of recent concerns regarding coastal public works projects has, in fact, become much more difficult for engineers to manage due to new assumptions of value, social acceptance, and sustainability of these projects. In this context, it is common knowledge that decision-making on a coastal issue should be based on criteria such as technical effectiveness, costs, benefits, implementation, and monitoring. This chapter addresses coastal issues using a dual perspective of meeting current needs and ensuring future sustainability. Contemporary adaptation measures and future accommodation options are also discussed.

The compilation presents examples of legal and policy approaches, as well as of reports, studies and guidance to support climate risk, vulnerability and impact assessment, and the development of effective adaptation response measures for coastal transport infrastructure, with a view to informing and inspiring policy makers, national authorities, transport managers, infrastructure owners, and other interested stakeholders in their efforts.
