Focusing on the years from the Irish Resolution of 1958 until the treaty’s opening for signatures ten years later, the nine chapters written by area experts highlight the processes and reasons for the political and diplomatic actions the neutrals took, and how those impacted the multilateral treaty negotiations. The book reveals new aspects of the dynamics that lead to this most consequential multilateral breakthrough of the Cold War. In part one, three chapters analyze the international system from a bird’s eye perspective, discussing neutrality, nonalignment, and the nuclear order. The second part features six detailed case studies on the politics and diplomacy of Ireland, Sweden, Finland, Switzerland, Austria, and Yugoslavia. Overall, this study suggests that despite the volatile and dangerous nature of the early Cold War, the balance of the strategic environment enabled actors that were not part of one or the other alliance system to play a role in the interlocking global politics that finally created the nuclear regime that defines international relations until today. Book excerpt: In September 2018 the criminal law section of the 72nd Deutscher Juristentag (DJT, “German Assembly of Jurists”) debated the question “Sentencing Guidelines vs. Free Judicial Discretion – Is German Sentencing Law in Need of Reform?” Despite the expert opinion provided by Johannes Kaspar and the accompanying scholarly commentaries, ensuing proposals for fundamental reform met with rejection. The comparative perspective was limited to the US Federal sentencing guidelines. The intention of this volume is therefore, on the one hand, to draw a more nuanced picture of Anglo-American sentencing law focusing on three legal systems (England/Wales, USA and Canada) accompanied by commentaries from a German perspective; on the other hand, we want to make the German perspective (better) known within the Anglo-American legal world by reproducing important DJT documents in English language. To ensure the widest possible distribution we opted for a bilingual open access publication.

Book excerpt: The amount of international research on 'Children and War' carried out by academics, governments and non-governmental organizations has continually increased in recent years. At the same time there has been growing public interest in how children experience military conflicts and how their lives have been affected by war and its aftermath. In light of the many brutal post-colonialist civil wars or 'new wars', especially in Africa and Asia, child soldiers have in particular gained increased attention. Simultaneously, since the 1990s, the history of the Holocaust and World War II has also increasingly been written from the perspective of children; those who speak out now and publish their memoirs experienced the Holocaust as children. A similar generational change has also taken place in the societies of the perpetrators: Germans and Austrians who experienced the war as children took over the role of war witnesses from the soldiers of the German Wehrmacht. Moreover, intensified focus on children's experiences and their strategies for dealing with what they went through is evident in Eastern Europe as well. In Children and War: Past and Present Volume II scholars from different academic disciplines, practitioners in the field, and representatives of government and non-governmental institutions present a further selection of studies in this sensitive subject from different angles and in various methodological ways. How far did businesses attempt to guide this intervention for their own purposes, and to what extent did they succeed? This debate deals, centrally, with the role of German business, of banks, of industrial corporations, and of small tradesmen in the Nazi regime. An older discussion of how they may have facilitated the Nazi takeover has been supplemented here by an investigation into how they made the regime’s policies possible, and the extent to which the profit motive drove them to participate - with sometimes more, sometimes less enthusiasm - in the politics of inhumanity. Such discussion has been given further impetus by legal action, initially in the United States, in the form of class action suits on behalf of the victims of Nazism. What do such legal and political debates mean for business history? What are the current responsibilities of business facing the consequences of historical action? And what lessons should be learned concerning the ethics of business behaviour?
