Book excerpt: The theory of scheduling is receiving increased emphasis in research and practice for at least three good reasons. F~~t, the management of large scale projects resolves itself, in the final analysis, into problems of scheduling interacting activities subject to limited resources. Second, a great deal of "fat" that used to exist in the past in production, distribution, and service systems is eliminated, thanks to tighter managerial controls in information systems, in financial management, in logistics, and in many other facets of industrial enterprises and military installations. Tighter scheduling methods are therefore called for. Thi~d, the study of scheduling problems involves the study of combina torial problems and optimization over discrete spaces which represent a radical, and interesting, departure from classical mathematics. This area of study has attracted a good number of distinguished researchers, engineers as well as mathematicians. There is a serious attempt to apply known number theory, and perhaps develop new theory, that would cope with the new problems. The computer enters the picture in novel and ingenious ways, which has not been possible before; etc. To those workinQ in the area, whether in theory or in practice, progress proceeds at an exhilarating pace, with new mathematical structures and computational approaches being continuously introduced to model and solve the problems in novel, and oftentimes ingenious ways.

Due to this fact notable research contributions to Integer Programming have been made in very different branches of mathematics and its applications. Since these publications are scattered over many journals, proceedings volumes, monographs, and working papers, a comprehensive bibliography of all these sources is a helpful tool even for specialists in this field. I initiated this compilation of literature in 1970 at the Institut fur ~konometrie und Operations Research, University of Bonn. Since then many collaborators have contributed to and worked on it. Among them Dipl.-Math. Claus Kastning has done the bulk of the work. With great perseverance and diligence he has gathered all the material and checked it with the original sources. The main aim was to incorporate rare and not easily accessible sources like Russian journals, preprints or unpublished papers. Without the invaluable and dedicated engagement of Claus Kastning the bibliography would never have reached this final version. For this reason he must be considered its responsible editor. As with any other collection this literature list has a subjective viewpoint and may be in some sense incomplete. We have however tried to be as complete as possible. The bibliography contains 4704 different publications by 6767 authors which were classified by 11839 descriptor entries.

The purpose was to discuss the current state of the art with respect to both theory and practice. This conference considered such points as recent t_heoretical developments in terms of models, the behavioral aspects of multiple criteria decision making, as well as practical applications already realized and 1n progress. In addition, there was interest in the problems of implementation of multiple-criteria methods, and the interface between theory and practice, Approximately 78 participants from 15 different countries attended the conference - both theorists and practitioners. A list of participants and their addresses is found on page 411 • Because of the relatively large number of papers presented, large morning sessions followed by smaller parallel afternoon sessions were employed'. In general a discussant commented on each paper. In addition, considerable time was reserved for small-group discussion and interaction. In addition to expressing our gratitude to the participants for their enthusiastic reception and participation in the conference, we want. to thank particularly the speakers, session chairmen and discussants. Wolfe established general conditions under which a descent algorithm will converge to a stationary point and Powell showed that two particular very efficient algorithms that cannot be shown to satisfy \,olfe's conditions do in fact converge to the minimum of convex functions under certain conditions. These results will be st- ed more completely in Section 2. In most practical problems analytic expressions for the gradient vector g (Equ. 2) are not available and numerical derivatives are subject to truncation error. In Section 3 we shall consider the effects of these errors on Wolfe's convergent prop- ties and will discuss possible modifications of the algorithms to make them reliable in these circumstances. The effects of rounding error are considered in Section 4, whilst in Section 5 these thoughts are extended to include the case of on-line fu- tion minimisation where each function evaluation is subject to random noise.

This conference was an outgrowth of an earlier conference I organized with Herve Thiriez at CESA, Jouy-en-Josas, France in 1975 during my stay at the European Institute in Brussels. When I re joined the State University of New York at Buffalo that year, I be gan to search for potential sponsors for this conference. Approxi mately one year later when the prospects began to look promising, I contacted several individuals to act as an informal coordinating committee for the conference. I wanted to avoid biasing the con ference completely to my way of thinking! The members of this committee were Jim Dyer, Peter Fishburn, Ralph Kee. ney, Bernard Roy (Universite de Paris IX Dauphine who was unable to participate in the conference), and Milan Zeleny. Though the committee did not meet, per se, their inputs regarding format, possible participants, number of participants, length of the conference, and so on were of great value to me in planning and organizing the conference. I wish to acknowledge the contributions of this group. In many developed countries, economic growth is slowing down, and in some cases restrained, due to environmental considerations, and the real question is the optimum spread of development over space rather than the growth over time. In the developing countries, limited and uneven distribution of population and resources, and the existence of heterogenous groups, highlighted the need of balanced regional development. The energy cl~sis and the realization that energy resources are very limited and unequally distributed have further emphasized its importance. The expected impact and relocation due to energy shortages will have a crucial spatial dimension since manufacturing and service activities dependent on energy are concentrated in a few metropolitan regions connected by transportation, 'communication and cultural factors. Regional environ ment is also dependent on the spatial juxtaposition of activities and energy use. The papers included in this volume address some of these considerations. They were presented in the International Conference on Regional Science, Energy and Environment, held at Katholieke Universiteit te Leuven, Belgium, on May 1975. A second volume titled Environment, Regional Science and Interregional Modeling published also by Springer-Verlag contains research papers related to environment and space. This book does not concern all facets of the energy situation. In fact, contributions on major oil producing countries, U. S. S. R. , East European and developing countries are not represented.

The first field deals with a welfare approach to environmental deterioration. The second area covers models of resource allocation that contain environmental constraints. Klaassen opens this volume with a paper on the impact of rising energy prices on the structure of regional development and environment, He analyses the change in size of all potentials and the consequent decrease in the volume of traffic. The most important topics of the GIRET conferences are the predictive value of survey data as trade cycle indicators, the utilization of qualitative data in econometric models, forecasts of capital expenditures based on plans of private companies, the usefulness of consumer surveys for trade cycle analyses. In September 1977 the 13th CIRET Conference took place in Munich. On the occasion of the three-day conference 27 papers were presented.

Book excerpt: The overall purpose of this monograph is to integrate and critically evaluate the existing literature in the area of optimal joint savings population programs. The existing diverse presentations are all seen to be discussions within a unified framework. The central problem is to compare the desirability of alternative inter-temporal sequences of total savings and population sizes. Of critical importance is whether one regards persons as the fundamental moral entities or whether one takes Sidgwick's viewpoint that something good being the result of one's action is the baSic reason for dOing anything. The latter viewpoint is consistent with defining a complete social preference ordering over these alternative sequences. Since part of one's interest is to evaluate the consequences of various ethical beliefs a com parative study of several such orderings is presented; in particular the Mill-Wolfe average utilitarian, and Sidgwick-Meade classical utilitarian) formulations. A possible problem with the social preference ordering approach is that the ordering may indicate the desirability of increasing the population size, if this increases the total amount of good, even though people may receive less than the welfare subsistence level of consumption. However, there are other ways of evaluating actions and, if persons are the fundamental moral entities, then perhaps these actions should be evaluated by their implications for the rights of individuals i. e. people Who are currently alive, people who one can predict will exist in the future (e. g.
