Book excerpt: In "Letter from Birmingham Jail," Martin Luther King, Jr. asserted that "the Negro's great stumbling block in his stride toward freedom is not the White Citizen's Counciler or the Ku Klux Klanner, but the white moderate, who is more devoted to 'order' than to justice." To date, our understanding of the Civil Rights era has been largely defined by high-profile public events such as the crisis at Little Rock high school, bus boycotts, and sit-ins-incidents that were met with massive resistance and brutality. The resistance of Southern moderates to racial integration was much less public and highly insidious, with far-reaching effects. The Ghost of Jim Crow draws long-overdue attention to the moderate tactics that stalled the progress of racial equality in the South. Anders Walker explores how three moderate Southern governors formulated masked resistance in the wake of Brown v. Board of Education. J. P. Coleman in Mississippi, Luther Hodges in North Carolina, and LeRoy Collins in Florida each developed workable, lasting strategies to neutralize black political activists and control white extremists. Believing it possible to reinterpret Brown on their own terms, these governors drew on creative legal solutions that allowed them to perpetuate segregation without overtly defying the federal government. Hodges, Collins, and Coleman instituted seemingly neutral criteria--academic, economic, and moral--in place of racial classifications, thereby laying the foundations for a new way of rationalizing racial inequality. Rather than focus on legal repression, they endorsed cultural pluralism and uplift, claiming that black culture was unique and should be preserved, free from white interference. Meanwhile, they invalidated common law marriages and cut state benefits to unwed mothers, then judged black families for having low moral standards. They expanded the jurisdiction of state police and established agencies like the Mississippi Sovereignty Commission to control unrest. They hired black informants, bribed black leaders, and dramatically expanded the reach of the state into private life. Through these tactics, they hoped to avoid violent Civil Rights protests that would draw negative attention to their states and confirm national opinions of the South as backward. By crafting positive images of their states as tranquil and free of racial unrest, they hoped to attract investment and expand southern economic development. In reward for their work, John F. Kennedy and Lyndon Johnson appointed them to positions in the federal government, defying notions that Republicans were the only party to absorb southern segregationists and stall civil rights. An eye-opening approach to law and politics in the Civil Rights era, The Ghost of Jim Crow looks beyond extremism to highlight some of the subversive tactics that prolonged racial inequality.

The problems are exacerbated through drought in many parts of the world. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). It assesses progress in 11 challenge areas, including health, food, environment, shared water resources, cities, industry, energy, risk management, knowledge, valuing water and governance. Proposing methodologies and indicators for measuring sustainability, it lays the foundations for regular, system-wide monitoring and reporting by the UN, together with the development of standardized methodologies and data. With its comprehensive maps, glossary, references and coverage of a broad range of themes and examples of real-world river basins, the UN World Water Development Report will no doubt prove to be a most valuable reference work. Tucker and his family occupied the mansion shortly after his inauguration on January 10, the Mississippi Governor's Mansion has served as the state's official executive residence. Designed by William Nichols in the popular classical style, the mansion soon became a Jackson landmark, and a legendary hospitality surrounded its early years. Mississippi's first families "threw open the doors" of the mansion and shared its hospitality with plain citizens as graciously and generously as they did with celebrities. This tradition was interrupted only during the Civil War when the state capital was moved to eastern Mississippi to escape the advance of Union troops. Although much of Jackson was burned during the Vicksburg campaign in the summer of 1863, the mansion was spared. General William T. Sherman used it briefly as a command post, and his troops bivouacked on its spacious grounds. At the beginning of the twentieth century, advancing real estate prices in Jackson caused the legislature to consider the disposal of the mansion to make its downtown location available for commercial development. This proposal promoted various civic and patriotic organizations throughout the state to wage a "Save the Mansion" campaign. The legislature was implored not to destroy "what Sherman would not burn." Sentiment prevailed over commerce, and the mansion was saved. However, structural deterioration over the next seventy years was left uncorrected, and by 1971 was so advanced that the first family was advised to vacate the building. During the following election campaign, Carroll Waller, wife of gubernatorial candidate Bill Waller, called upon the women of Mississippi to join her in an effort to preserve the "home of our heritage" and to restore it to its past splendor. Following his election, Governor Waller and the First Lady initiated a three-year project that restored the mansion to the historical period of its construction and guaranteed its continued use for many years to come. The mansion was designated a National Historic Landmark in 1975.
