The author begins by summarizing the main steps in this special and evolving relationship which has long oscillated between membership and marginalization. He also guides us expertly through the thickets of referendums (no fewer than fourteen from 1972 to the time of writing!) in which Swiss citizens have been given the opportunity to pass judgment on the European question. Finally and perhaps most importantly, this volume explains why the Swiss still oppose joining the European Union. It examines the thorny questions of identity, reservations on policy matters (preserving neutrality, direct democracy and Swiss style federalism), not to mention doubts regarding the economy, which have done so much to shape public opinion and the official strategy of the Swiss Confederation. Paradoxically, the closer Switzerland gets to the EU through bilateral agreements, the more distant prospects of joining the EU seem to become. Book excerpt: India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Firstly, the title provides an analysis of the way the practice and processes of Swiss politics have so dramatically changed over the last 25 years, setting out the differences between outside perceptions and changing Swiss realities. Secondly, it discusses how far the country has moved, from the stability of the post-war period to a new era of uncertainty, in which the so called Sonderfall, or special case, no longer seems to apply. In doing so it analyses the populist movement, centred on the Swiss People’s Party, examining its support and tactical operations, as well as the response of the establishment to the challenges the movement poses, both generally and where key questions of policy on foreigners and the EU are concerned. Finally, the title explains how much of this change is related to Europe, and discusses the prospects for Switzerland, Europe and the EU member states in the light of this new Swiss uncertainty. The way in which globalization has imposed new stresses on Switzerland, both in external policy and social terms, is the key theme of the title. These stresses have, in turn, encouraged the growth of a new populist movement, drawing on social classes previously supportive of other forces, and employing aggressive new tactics, creating a challenge that the establishment has found it hard to counter, so that stability has been compromised. As a result, Switzerland now faces two linked policy challenges, to find ways of accommodating unease about immigration and to devise a realistic and widely acceptable new relationship with the EU. The book’s underlying belief is that these changes have left the country divided and uncertain about its future. This title offers in-depth analysis of Switzerland's domestic and European politics and policies. It is also innovative in trying both to bring out the European roots of recent political changes in Switzerland and of the challenges these pose to the Swiss status quo and for the evolution of the EU and member states such as the United Kingdom. This touches on philosophical debates on the complexity of sovereignty. What sovereignty is at stake when talking about Swiss-EU relations? This issue not only faces the elusiveness of sovereignty as a concept, but also the proliferation of hypocrisy on its presence within states. The book encounters the deconstructionist hypothesis stating that there is nothing to worry about but the belief there is something to worry about. Derrida’s deconstruction of sovereignty allows indeed one to grasp the fictional essence of sovereignty based on the metaphysics of presence. The presence of self-positing sovereign ipseity is fictional since absent in the present, but spectrally present in the belief of its presence to come. Sovereignty is a matter of credibility, or the credible promise of a normative statement to come. Hence, the book challenges the realist/neorealist argument stating that states are credibly sovereign until proven otherwise and explains that the debate on state sovereignty calls for the unveiling of this hypocritical epistemology cunningly disguised as an objective presence. Swiss-EU relations thus become the cornerstone to not only theorise but also test sovereignty and deconstruct the two ontological and epistemological sides of the same coin, or the modern hypocrisy of sovereignty. This deconstruction constitutes the very problématique of any attempt to understand whether and how a state can be sovereign and solve the problem as to how to neutralise the différance and identify the difference between credible and incredible claims of sovereignty. This problématique connects the theory and practice of sovereignty innovatively, providing positivist evidence on the arguable credibility of the Swiss claim of sovereignty and confirming the presence of a theological dimension within politics.
