Focusing on the independence wars in Angola and Mozambique, the Angolan War and the Ogaden War as well as regime changes that brought Soviet-allied governments to power, this book sheds new light on Switzerland’s role in the Third World during the Cold War. Based on extensive multi-archival research, it exposes the limits of neutrality in North-South relations, reveals the growing marge de manoeuvre of small states during Détente, and highlights the role of non-state actors in the making of foreign policy.

Book excerpt: After 1979, Switzerland became increasingly involved in Soviet-occupied Afghanistan as a provider of humanitarian aid and good offices. It delivered aid to the region, hosted Soviet prisoners of war and eventually mediated between the Afghan regime and the mujahideen. What is puzzling about this development is that initially, following the Soviet invasion, both government and parliament refused to become diplomatically involved in Afghanistan on account of Swiss neutrality. The present study investigates how and why this changed between 1979 and 1992. While the practical impact of Switzerland’s good offices was modest, the crisis revealed that Switzerland continued to struggle to balance the competing imperatives of permanent neutrality and international solidarity in an increasingly multilateral world.

However large parts of the world, especially in Sub-Saharan Africa (SSA) have poor or no access to modern energy. Victoria Nalule argues that SSA countries have many common energy challenges which could be tackled with collective efforts through regional cooperation. By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. The establishment and development of regional energy infrastructure as one of the mechanisms of addressing energy access challenges in SSA and regional efforts to harmonise energy regulation are explored. Shocking as this sentence was, it was overturned only after intense international attention and the interference of an embarrassed John Foster Dulles. Soon after the United States' segregated military defeated a racist regime in World War II, American racism was a major concern of U.S. allies, a chief Soviet propaganda theme, and an obstacle to American Cold War goals throughout Africa, Asia, and Latin America. Each lynching harmed foreign relations, and "the Negro problem" became a central issue in every administration from Truman to Johnson. In what may be the best analysis of how international relations affected any domestic issue, Mary Dudziak interprets postwar civil rights as a Cold War feature. She argues that the Cold War helped facilitate key social reforms, including desegregation. Civil rights activists gained tremendous advantage as the government sought to polish its international image. But improving the nation's reputation did not always require real change. This focus on image rather than substance--combined with constraints on McCarthy-era political activism and the triumph of law-and-order rhetoric--limited the nature and extent of progress. Archival information, much of it newly available, supports Dudziak's argument that civil rights was Cold War policy. But the story is also one of people: an African-American veteran of World War II lynched in Georgia; an attorney general flooded by civil rights petitions from abroad; the teenagers who desegregated Little Rock's Central High; African diplomats denied restaurant service; black artists living in Europe and supporting the civil rights movement from overseas; conservative politicians viewing desegregation as a communist plot; and civil rights leaders who saw their struggle eclipsed by Vietnam. Never before has any scholar so directly connected civil rights and the Cold War. Contributing mightily to our understanding of both, Dudziak advances--in clear and lively prose--a new wave of scholarship that corrects isolationist tendencies in American history by applying an international perspective to domestic affairs.

Book excerpt: An apparent lack of interest by Russia in Sub-Saharan Africa over recent years masks persistent key strategic drivers for Moscow to re-establish lost influence in the region. A preoccupation with more immediate foreign policy concerns has temporarily interrupted a process of Russia reclaiming relationships that were well-developed in the Soviet period in order to secure access to mineral and energy resources which are crucial to Russia's economic and industrial interests, as well as both existing and new markets for military arms contracts. Russian policy priorities in Africa provide both challenges and opportunities for the U.S. in fields such as nuclear nonproliferation, as well as energy security for the United States and its European allies. Russian development of key resources in southern Africa should be observed closely. Russian trade with the region is significantly underdeveloped, with the exception of the arms trade, which Russia can be expected to defend vigorously if its markets are challenged, including by the prospect of regime change or international sanctions. At the same time, Russia and the United States have a shared interest in restricting the freedom of movement of terrorist organizations in ungoverned or lightly governed spaces in Africa, which opens potential for cooperation between AFRICOM initiatives and Russian presence in the region. Russian diplomatic and economic activity in southern Africa should receive continuing attention from U.S. policymakers due to its direct relevance to a number of U.S. strategic concerns.

Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012.
