The economy has recovered strongly, growing by nearly 50% cumulatively in the last two years (not including drugs). Some three million internally and externally displaced Afghans have returned to their country. More than four million children, a third of them girls, are in school, and immunization campaigns have achieved considerable success. The Government has supported good economic performance by following prudent macroeconomic policies and it has made extraordinary efforts to develop key national programs and to revive social services like education and health. Nevertheless, Afghanistan remains one of the poorest countries in the world in terms of both per-capita incomes and social indicators, with large gender gaps. The difficult challenge of poverty reduction is made even more difficult by continuing insecurity, weak rule of law, and narcotics. Afghanistan - State Building, Sustaining Growth, and Reducing Poverty provides a greater understanding of the core challenges that lie ahead for Afghanistan and key priorities for national reconstruction. The Afghan economy has been shaped by more than two decades of debilitating conflict and has some very unusual features which this study analyzes. The authors argue that the country must break out of the vicious cycle that would keep it insecure, fragmented politically, weakly governed, poor, dominated by the illicit economy, and a hostage to the drug industry. The study presents key elements for a breakthrough in the next two years but the daunting agenda will require strong commitment, actions, and persistence on the part of the Government and robust support from the international community."

It is intended to contribute to a better understanding of the core challenges that lie ahead for the country and key strategic priorities for national reconstruction. It focuses on the conceptual frameworks, policies, and institutions that will be needed to achieve core national objectives of state-building; sustained rapid, broad-based economic growth; and poverty reduction. Analysis of the Afghan economy is hindered by severe data limitations (discussed in the Statistical Appendix) and is challenged by the conflict-related economic structure and dynamics that have emerged during the past two decades. Nevertheless much has been learned about how the Afghan economy functions, at least in qualitative and institutional terms. The report also draws on the great volume of work done on individual sectors and topics by the Government and partners. This report starts with a description and analysis of the Afghan economy and it s recent performance (Chapter l), and the poverty situation (Chapter 2). Chapter 3 outlines a strategy for growth and poverty reduction, based on the NDF/SAF, and puts forward key strategic priorities and directions for implementation. State-building, discussed in Chapter 4, lies at the core of Afghanistan's reconstruction as well as progress on political, security, and other fronts. Chapter 5 addresses the development of the private sector, which will have to be the engine of growth and poverty reduction in Afghanistan. Agriculture, covered in Chapter 6, comprises half of the economy and will play a crucial role. Chapter 7 examines Afghanistan's opium economy, which has some short-term economic benefits but very serious adverse effects on state-building and security. Chapter 8 looks at delivery of social services, a key component of the poverty reduction strategy, including the gender dimension. Social protection--strategies and programs to assist the poorest and most vulnerable members of Afghan society--is discussed in Chapter 9. Chapter 10 concludes with a summary of priorities for action, implementation constraints, prospects, and risks.

Book excerpt: The ultimate success of the United States and North Atlantic Treaty Organization mission in Afghanistan relies on transitioning responsibility for security to the Afghan National Security Forces, primarily the Afghan National Army. The US and NATO have built an ANA of 134,000 personnel to assume the security mission. However, the ANA requires a logistical system that is capable of sustaining it after the departure of Coalition forces by 2014. The key elements of a self-sustaining ANA are a strong economic and industrial base linked to a logistical system that leverages the stronger elements of Afghan culture. The ANA logistical system must project sustainment from the national depots to the tactical units fighting insurgents in the rural areas. Afghan culture is described using Geert Hofstede's cultural dimensions. The Afghan Ministry of Defense has decreed the establishment of a western style demand-supported distribution-based logistical system. The establishment of this system is recognized as a cultural challenge since the western system relies on the principles of anticipation, responsiveness, and economy that clash with the stronger aspects of Afghan culture. Next, the monograph describes the current state of ANA logistical system and recommended adjustment in terms of a regionally focused, modified structure to reduce delays, and development of an Installation Management Agency-like garrison structure. The ANA logistical system requires a stable economic and industrial base to provide materiel and funding for its facilities throughout the country. Afghanistan published a National Development Strategy in 2008 that represents an Afghan lead on a holistic approach to reaching the government's development objectives. Comparing the US mission to Greece in 1947 to the current US operation in Afghanistan illustrates techniques for building an economic and industrial base that can generate the revenues required to sustain the ANA in the post coalition era. This comparison also identifies some of the obstacles to establishing the revenue base to include the lack of an Afghan lead on developmental projects, the complexity of regional relationships with India, Pakistan, China, and Iran, poor security conditions, and the Afghan cultural connection of wealth to power.

Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.

After wars end, countries must negotiate a multi-pronged transition to peace: Violence must give way to public security; lawlessness, political exclusion, and violation of human rights must give way to the rule of law and participatory government; ethnic, religious, ideological, or class/caste confrontation must give way to national reconciliation; and ravaged and mismanaged war economies must be reconstructed and transformed into functioning market economies that enable people to earn a decent living. Yet, how can these vitally important tasks each be successfully managed? How should we go about rehabilitating basic services and physical and human infrastructure? Which policies and institutions are necessary to reactivate the economy in the short run and ensure sustainable development in the long run? What steps should countries take to bring about national reconciliation and the consolidation of peace? In all of these cases, unless the political objectives of peacetime prevail at all times, peace will be ephemeral, while policies that pursue purely economic objectives can have tragic consequences. This book argues that any strategy for post-conflict economic reconstruction must be based on five premises and examines specific post-conflict reconstruction experiences to identify not only where these premises have been disregarded, but also where policies have worked, and the specific conditions that have influenced their success and failure.

Basically China wants the security threat contained, but is not prepared to contribute to the military effort, including opening a transit corridor on its territory. China is prepared to participate in Afghanistan's economic reconstruction, especially when it advances Chinese foreign economic interests.
