Book excerpt: Since the inception of an official U.S. Space Program in 1958 by the National Aeronautics and Space Act, efforts to develop, deploy, and maintain U.S. capabilities and assets in space expanded to include civil, military, intelligence, and commercial organizations. Consequently, no single agency or department provides oversight and guidance on the billions of dollars allocated annually for space programs. Although a space policy exists which provides general guidance and direction, the U.S. lacks a coordinated space strategy to establish a unity of effort among the various departments and agencies supporting our National Security Space Enterprise (NSSE). This paper focuses on the NSSE, specifically the people that lead and manage it and the lack of a National Space Strategy to provide it unity of effort. The paper provides a brief history of U.S. space programs and the national policy that guides it to help frame the issues. It then elaborates on how the lack of a consolidated and overarching space strategy negatively impacts the future of the NSSE and discusses oncerns regarding the cadre of space professionals required to meet the challenges of a rapidly changing environment and recommends possible solutions.

And indeed, bolstered by a global network of fervent space advocates-and seemingly rendered plausible, even inevitable, by oceans of science fiction and the wizardly of modern cinema-space beckons as a fully hopeful path for human survival and flourishing, a positive future in increasingly dark times. But despite even basic questions of feasibility, will these many space ventures really have desirable effects, as their advocates insist? In the first book to critically assess the major consequences of space activities from their origins in the 1940s to the present and beyond, Daniel Deudney argues in Dark Skies that the major result of the "Space Age" has been to increase the likelihood of global nuclear war, a fact conveniently obscured by the failure of recognize that nuclear-armed ballistic missiles are inherently space weapons. The most important practical finding of Space Age science, also rarely emphasized, is the discovery that we live on Oasis Earth, tiny and fragile, and teeming with astounding life, but surrounded by an utterly desolate and inhospitable wilderness stretching at least many trillions of miles in all directions. As he stresses, our focus must be on Earth and nowhere else. Looking to the future, Deudney provides compelling reasons why space colonization will produce new threats to human survival and not alleviate the existing ones. But the U.S. civil space program focuses the majority of its resources on the traditional paradigm of sending humans to increasingly distant targets (the Moon, Mars, and beyond). Rather than picking the destinations first and figuring out the goals later, the book suggests that NASA’s spaceflight programs should primarily target the creation of advanced capabilities, especially space infrastructure in the Earth-Moon system, and facilitate a greater role for the commercial sector in this endeavor. This will bring direct benefits to Earth more quickly and at the same time enable steady progress in the exploration and development of the solar system. The narrative begins by examining space in the context of today’s globalized world. Globalization has been a good news/bad news story, and space technology has been an important factor in this process. New wealth and international collaboration have been generated, but so have new problems and old problems have accelerated and spread. If we make the right choices, space development can do more to provide solutions in the decades ahead. The work of noted space futurists of the Cold War era is reviewed, with particular attention to the question: Why have things turned out differently from what most experts predicted and most advocates expected? The NASA exploration program finds itself locked into the “Von Braun paradigm” of the 1950s, which focuses on human spaceflight to the Moon and Mars without adequately explaining the reasons for doing it. This situation is not well suited to the political, economic, and societal environment of the 21st century. At a time when long-term strategic thinking is needed to address enduring global issues, many forces drive us to short-term thinking. The most significant of these forces for the nation’s top decision-makers come from the election cycle, the budget cycle, and the news cycle. Their effects on the presidency, the Congress, and the bureaucracy are examined using examples from recent history and current practices. The emphasis is on the need to change the incentive structure to promote long-term thinking since big technology projects have multi-decade life cycles and are aimed at problems that are national and global in scope. This shift in thinking leads to a revised rationale for spaceflight for the coming decades that is more directly tied to societal needs and ambitions. Space development will require more resources than NASA—or even all of the world’s civilian space agencies combined—can devote to the effort. Partnership with the commercial sector will be essential. Will space commerce be the stimulus for moving out into the solar system? If so, will it contribute to improvement of life back on Earth at the same time? Space commerce is growing fast, but is still small compared to other major global industries. Possibilities and pitfalls are discussed, along with examples of the checkered history of public and private sector attempts to promote space commerce. Making wise choices that have implications lasting decades is a daunting challenge, even when there’s broad agreement on a course of action. The book includes a chapter that warns: be careful what you wish for. Real-world examples (including the space shuttle and space station) demonstrate the difficulties of long-term strategic planning, and two futuristic thought experiments provide further illustration. The chapter concludes by demonstrating the long-term repercussions of poor choices, citing a current problem that has proven hard to fix despite widespread recognition that it needs fixing: export control for space technologies. This notion is shared by organizations such as the Initiative for Interstellar Studies and the DARPA-funded 100-year starship project. This book specifically develops the principles for the construction of a living habitat within a worldship – a multi-generational starship that contains its own world that supports colonists as it travels across great distances between stars at a speed much slower than light. Far from being a sterile industrial setup, such as the ISS, or even being a bucolic suburbia as proposed by Gerard O’Neill in the 1970s, this worldship will provide the pre-conditions for sustaining life beyond Earth’s environment, which may also lead to the evolution of non-terrestrial ecologies. Drawing on the principles of ecopoiesis and insights offered by the Biosphere 2 experiment that demonstrated what we have to learn about ecosystem construction, this book proposes first designing the soils of such a space. It should then be possible to set up the conditions that a first generation of colonists may experience in leaving our solar system to find new worlds to settle - perhaps in spreading life throughout the universe. Although the book takes a unique view of ecology and sustainability within the setting of a traveling starship it is equally concerned with the human experience on artificial worlds. Chapters come from a range of multi disciplinary thinkers who shed light on the brave new future ahead from different angles.

At the same time, it responds to fiscal constraints by defining a new approach to planning, developing, and operating Space Science missions. In particular, investments in new technologies will permit major scientific advances to be made with smaller, more focused, and less costly missions. With the introduction of advanced technologies, smaller does not have to mean less capable. The focus on new technologies also provides and opportunity for the Space Science program to enhance its direct contribution to the country's economic base.
