This report examines vulnerabilities that endanger human development, focusing especially on the poorest. Most threats are structural and persistent and linked with life cycle vulnerabilities. Identifying policy measures to reduce threats and increase human resilience is therefore a high priority. The report sets out synergistic proposals including universal public provisioning of basic services over the life cycle to maintain and strengthen human capabilities, full employment and social protection policies. It highlights collective action and international cooperation to address global vulnerabilities and ensure sustainable progress.

In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.

These deteriorating conditions inform Advancing Human Development's account of the challenges to the Human Development approach, covering the insufficient attention paid to macroeconomic conditions and the economic structure needed for sustained success.

While such an approach is profitable by promoting economic growth, it does not take note of other dynamics of social progress and development. Also, it fails to notice the consequences of development strategies on human flourishing, well-being, and happiness. Ogbonnayu argues for an integral approach to development by engaging in a fruitful dialogue between Bernard Lonergan's philosophical anthropology with contemporary development discourse, as represented in select theories of development, and in select principles of Catholic social teaching. It makes a case for social progress and transformation as emanating from human understanding. Also, it highlights the parts of Lonergan's theory that contribute to an understanding, specifically of his treatment of bias, and of the shorter and longer cycles of societal decline. In view of the reality of moral impotence and limitations, it considers the reversal of societal decline as possible through the supernatural solution of God's grace.
