Chapter 2 outlines elements of analysis as well as policy and program development, describing broad tools that have been used or considered in policy development for sustainable transportation. Chapter 3 summarizes specific policy options that have been studied and/or implemented in Canada and internationally, and describes associated jurisdictional and timing issues.
