Book excerpt: Investment in infrastructure is essential for promoting economic growth, and while countries in Asia have enjoyed higher rates of gross domestic product growth in recent years, the region remains severely deficient in the scale and quality of sustainable infrastructure. Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure. This book consists of fifteen original chapters on the experiences of the Central Asia Regional Economic Cooperation (CAREC) and a few other cases for promoting private investment in sustainable infrastructure. It defies the transitology assumption of continuity, linearity and dichotomy of formal and informal in the transformation of the state. Contrary to the conventional approaches, it claims that any social order or its political scaffolding, the state, is always incomplete and we need to develop cognitive maps to better understand that incompleteness. It reflects on the social practices, processes and patterns that evolve as a non-linear result of three sets of factors: those that are historical, external, and elite-driven. Three Central Asian states - Uzbekistan, Tajikistan, and Kyrgyzstan - are examined here comparatively as case studies, as Central Asia represents an interesting terrain to challenge conventional understanding of the state. Specifically, the book captures a paradox at hand: how come three states, which made different political, economic, cultural, and social choices at the outset of their independence in the 1990s, have ended up as so-called “weak states” in the 2000s and onwards? This puzzle can be better understood through looking at the relationship among three main sets of factors that shape state-building processes, such as history, external actors, and local elites. This book applies an interdisciplinary approach, combining political anthropology, political economy, sociology, and political science. Book excerpt: Since the early 1990s, Mongolia began its hopeful transition from socialism to a market democracy, becoming increasingly dependent on international mining revenue. Both shifts were promised to herald a new age of economic plenty for all. Now, roughly 30 years on, many of Mongolia’s poor and rural feel that they have been forgotten. Moral Economic Transitions in the Mongolian Borderlands describes these shifts from the viewpoint of the self-proclaimed ‘excluded’: the rural township of Magtaal on the Chinese border. In the wake of socialism, the population of this resource-rich area found itself without employment and state institutions, yet surrounded by lush nature 30 kilometres from the voracious Chinese market. A two-tiered resource-extractive political-economic system developed. Whilst large-scale, formal, legally sanctioned conglomerates arrived to extract oil and land for international profits, the local residents grew increasingly dependent on the Chinese-funded informal, illegal cross-border wildlife trade. More than a story about rampant capitalist extraction in the resource frontier, this book intimately details the complex inner worlds, moral ambiguities and emergent collective politics constructed by individuals who feel caught in political-economic shifts largely outside of their control. Offering much needed nuance to commonplace descriptions of Mongolia’s post-socialist transition, this study presents rich ethnographic detail through the eyes and voices of the state’s most geographically marginalized. It is of interest not only to experts of political-economy and post-socialist transition, but also to non-academic readers intrigued by the interplay of value(s) and capitalism.
