The COVID-19 pandemic has led to severe human suffering, and to substantial damages to economies around the globe, affecting both rich countries and developing ones. The aftermath of the epidemic is also expected to be felt for sometime. This will also include a wide range of impacts in the ways sustainable development is perceived, and how the principles of sustainability are practised. There is now a pressing need to generate new literature on the connections between COVID-19 and sustainability. This is so for two main reasons. Firstly, the world crisis triggered by COVID-19 has severely damaged the world economy, worsening poverty, causing hardships, and endangering livelihoods. Together, these impacts may negatively influence the implementation of sustainable development as a whole, and of the UN Sustainable Development Goals in particular. These potential and expected impacts need to be better understood and quantified, hence providing a support basis for future recovery efforts. Secondly, the shutdown caused by COVID-19 has also been having a severe impact on teaching and research, especially –but not only – on matters related to sustainability. This may also open new opportunities (e.g. less travel, more Internet-based learning), which should be explored further, especially in the case of future pandemics, a scenario which cannot be excluded. The book meets these perceived needs.

The economic downturn and the uncertainty about the future reduced the new investments in green projects drastically. Besides this, many governments rolled back environmental regulations and taxes and increased fossil-fuel intensive infrastructure and electricity to stimulate economic growth. Post-Pandemic Green Recovery in ASEAN consists of several empirical studies using fresh data, with regional and country-level perspectives on ways to keep the greenness of the economic recovery plans. The chapters look at various aspects and sectors, including tourism, infrastructure, energy, small and medium enterprises (SMEs), employment, and livelihood, by assessing the effectiveness of various tools and instruments, including green finance, carbon taxation, green Sukuk, credit guarantee, cash transfer payment, power purchase agreements, and the related policies. They also provide practical policy recommendations useful for the ASEAN member states and other developing regions for the green recovery in the post-pandemic. The volume is part of a joint initiative by the ‘Sussex Sustainability Research Programme (SSRP)’ of the University of Sussex, the ‘UNDP-UNEP Poverty-Environment Action for Sustainable Development Goals’ and the ‘United Nations Research Institute for Social Development (UNRISD)’. The overall aim is to advance a new research programme and foster a better understanding of the multiple, complex and often opposing ways through which the punctuated economic slowdown of financial crises, poverty dynamics and environmental sustainability interact. It also makes novel recommendations into how poverty reduction and environment can work in synergy rather than being antagonistic, especially during financial distress, leading into recommendations directly geared towards achieving the SDGs and beyond.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

However, the two mentioned tax policy instruments could ensure economic recovery and sustainable economic growth. This article aims to examine the effects of tax policy on economic development and evaluate the role of appropriate tax instruments in speeding up recovery. The results showed that tax level harms the GDP per capita growth rate in Central Europe and Baltic states over the 2000-2021 period. Another vital finding is the increase in both overall employment and investment to GDP ratio positively affected the real GDP per capita growth rates. In order to foster economic growth government might use tax cuts and other stimuli both for distor-tionary and non-distortionary taxes. The tax policy's institutional potential should be improved to neutralize the adverse effects of COVID-19 impact and enhance macroeconomic sustainability.

Moreover, growth could be further slowed by both internal and external factors: the emergence of a new variant of the virus, a rise in international interest rates to combat global inflation, and high levels of debt in both the private and public sector. Beyond offering the current macroeconomic outlook of the region and the near†?term challenges it faces, this report explores three broad areas where growth†?advancing policies and reforms could be undertaken within a constrained fiscal context: mobilizing sources of revenue that appear to be growthneutral; improving public spending efficiency to free up resources for other purposes; and reallocating spending to areas with highest growth and social impact.

Book excerpt: As humanity's current production and consumption patterns exceed planetary boundaries, many opinion leaders have stressed the need to adopt green economic stimulus policies in the aftermath of the COVID-19 pandemic, in line with the United Nations Sustainable Development Goals and the Paris Agreement on Climate Change. This paper provides an integrated framework to design an economic recovery strategy aligned with sustainability objectives through a multi-criterion, multi-stakeholder lens. The aim is to enable decisions by policy makers with the aid of transparent workflows that include expert evidence that is based on quantitative open-source modeling, and qualitative input by diverse social actors in a participatory approach. The paper employs an energy systems model and an economic input-output model to provide quantitative evidence and design a multi-criteria decision process that engages stakeholders from government, enterprises, and civil society. As a case study, the paper studies 13 green recovery measures that are relevant for Cyprus and assesses their appropriateness for criteria related to environmental sustainability, socioeconomic and job impact, and climate resilience. The results highlight trade-offs between immediate and long-run effects, between economic and environmental objectives, and between expert evidence and societal priorities. Importantly, the paper finds that a "return-to-normal" economic stimulus is not only environmentally unsustainable, but also economically inferior to most green recovery schemes.
