Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume is dedicated to SDG 6 "Ensure availability and sustainable management of water and sanitation for all". Water and sanitation are fundamental to human well-being. Integrated water resources management is essential to ensure availability and sustainable management of water and sanitation for all and to the realization of Sustainable Development. Concretely, the defined targets are: Achieve universal and equitable access to safe and affordable drinking water for all Achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations Improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally Substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity Implement integrated water resources management at all levels, including through transboundary cooperation as appropriate Protect and restore water-related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes Expand international cooperation and capacity-building support to developing countries in water- and sanitation-related activities and programmes, including water harvesting, desalination, water efficiency, wastewater treatment, recycling and reuse technologies Support and strengthen the participation of local communities in improving Uwater and sanitation management Editorial Board Ulisses M. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

The strategy recommends an integrated cross-sectoral, catchment area approach in Africa, and calls for both public and private participation in managing and developing water resources. The strategy also recognizes and uses the large reservoir of African capacity and builds upon the numerous existing achievements in Africa. The paper identifies five development imperatives: household water security, catchment area and wetland protection, food security, water quality and human health, and intra-national and international conflict resolution. Sub-Saharan Africa is a vast region which sees too little water, or too much, in the wrong place or at the wrong time. Too many demands are placed on too few resources, with too many people, agencies, or institutions trying to manage these resources. While water and water systems are integrated resources, the human response - in development efforts - is often not integrated.

Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Available in PDF, EPUB and Kindle. Book excerpt: A renewed commitment to improved provision of water and sanitation emerged in the 2002 Johannesburg Declaration on Sustainable Development. Although many of the statements in the Declaration were vaguely worded, making it hard to measure progress or success, the Plan of Implementation of the Summit, agreed by the delegates to the conference, clearly stated that: "we agree to halve, by the year 2015, the proportion of people who are unable to reach or to afford safe drinking water and the proportion of people who do not have access to basic sanitation". Given the United Nations' predicted growth in global population from 6.1 billion in 2000 to 7.2 billion by 2015, this commitment will pose formidable challenges. To meet it, by the end of just a decade and half, approximately 6.6 billion people will need to have access to safe drinking water supplies. This is more than the current population of the world, and involves not only maintaining existing levels of supply but also providing new or upgraded services to 1.7 billion people. The challenge for sanitation is equally daunting: 5.8 billion people will need to be serviced, including new access provision for 2.1 billion. Even if these ambitious targets are met, representing a major achievement for the global community, there will still be approximately 650 million people in the world without access to safe drinking water and 1.4 billion without sanitation. What is clear is the magnitude of the problem facing the international community in terms of water supply and sanitation. Continuation of the status quo and the type of progress made during the 1990s will not permit the Johannesburg targets to be met. Instead it will be necessary to promote a combination of many different, new and innovative approaches, each of which will contribute towards the overall targets. These approaches must include technological advances that identify new sources and improve the quality of those already in use; managerial techniques that increase the efficiency and effectiveness of service delivery at both micro and macro scale; and fiscal approaches that tap into additional financial resources to make improvements affordable. In the past each of these aspects was seen as primarily the responsibility of government, which supported research into technology, managed supply and disposal systems and provided the funds to pay for them. This view has changed – beginning in the 1980s and increasing in the 1990s with growing moves towards privatisation of many aspects of the water sector. Underpinning this has been a shift away from seeing water as a public good that is essential for life, with subsidised supply provided as part of an overall welfare system, to a more market-oriented approach where the state, although still responsible for maintaining universal access to water services, uses market forces to meet this aim. The Business of Water and Sustainable Development aims to illustrate the range of approaches that will be necessary if the percentage of the global population having access to adequate and safe water and sanitation is to be increased in line with the brave assertions from Johannesburg World Summit on Sustainable Development. Some of approaches will be large-scale "Western-style" improvements involving the creation of new business models, their effectiveness assessed by traditional approaches of fiscal and social analysis. Such schemes may be instigated and partly funded by governments, but are increasingly turning to the private sector for money and expertise. In contrast, many smaller communities would be better served by following another path to improved water supply and sanitation. Because of their size, location or traditions they may achieve better results through the adoption of local small-scale solutions. Non-governmental organisations have been very active in this area, but to extend their operations many are seeking to adopt a more business-like model. All water supply and waste disposal agencies, large or small, need to support and encourage continued research into technological solutions that seek out better, more sustainable ways to use our increasingly scarce supplies of good-quality fresh water.

Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia’s efforts to ensure management of scarce water. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. The next three chapters offer Namibia-based case studies on impacts of pollution on water treatment; on the effects of anthropogenic activities on water quality and on the effects of water transfers from dams upstream of Von Bach dam. The final chapter provides detailed summaries of the issues discussed in the book, highlighting conclusions and offering recommendations. In addition, the subject of the workshop “Sustainable Use of Water Resources” addresses the challenges outlined in the Kenyan Vision 2030 programs. Additionally, Africa’s rising population is the driving force of the demand for water and accelerates the degradation of water resources in many countries on the continent. Current research has projected that almost all African countries will face either absolute or economic water scarcity by 2025. The main objective of the workshop was to share experiences, knowledge, and research outcomes among experts of water and environment, and to discuss major problems and challenges in the field of sustainable water management in Sub-Saharan Africa Region. It also aimed (i) to improve the understandings of the interrelationship between SDGs and the Integrated Water Resources Management (IWRM); to identify the current trends in water management practices and their shortcomings; (iii) to establish a Sub-Saharan Africa Network of water experts; and (iv) to identify promising areas of future research for the Sub-Saharan Africa Region.
