Book excerpt: This open access book traces the development of landscapes along the 414-kilometer China-Laos Railway, one of the first infrastructure projects implemented under China's Belt and Road Initiative (BRI) and which is due for completion at the end of 2021. Written from the perspective of landscape architecture and intended for planners and related professionals engaged in the development and conservation of these landscapes, this book provides history, planning pedagogy and interdisciplinary framing for working alongside the often-opaque planning, design and implementation processes of large-scale infrastructure. It complicates simplistic notions of development and urbanization frequently reproduced in the Laos-China frontier region. Many of the projects and sites investigated in this book are recent "firsts" in Laos: Laos's first wildlife sanctuary for trafficked endangered species, its first botanical garden and its first planting plan for a community forest. Most often the agents and accomplices of neoliberal development, the planning and design professions, including landscape architecture, have little dialogue with either the mainstream natural sciences or critical social sciences that form the discourse of projects in Laos and comparable contexts. Covering diverse conceptions and issues of development, including cultural and scientific knowledge exchanges between Laos and China, nature tourism, connectivity and new town planning, this book also features nine planning proposals for Laos generated through this research initiative since the railway's groundbreaking in 2016. Each proposal promotes a wider "landscape approach" to development and deploys landscape architecture's spatial and ecological acumen to synthesize critical development studies with the planner's capacity, if not naive predilection, to intervene on the ground. Ultimately, this book advocates the cautious engagement of the professionally oriented built-environment disciplines, such as regional planning, civil engineering and landscape architecture, with the landscapes of development institutions and environmental NGOs.

Natural rubber is a particularly interesting example to consider in the perspective of sustainable development of a commodity’s producing countries and value chains. This paper is a collaboration between the Forests, Trees and Agroforestry (FTA) research program of the CGIAR (FTA n.d.) and the International Rubber Study Group (IRSG) (IRSG n.d.). FTA works across a range of plantations, value chains and tree crop commodities, from timber, palm oil, cacao, coffee and tea to bamboo, rattan and rubber, among others.

This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

Book excerpt: Significant forest change in the Greater Mekong Subregion (GMS) has resulted in deforestation of primary forests and expansion of plantation forests. Although plantation forest development benefits rural communities through income generation and employment opportunities, there have been negative impacts, including reductions in livestock grazing land and collection of non-timber forest products. This study analysed the association between primary forests, plantation forests, grazing areas and large ruminant populations in Cambodia, Lao PDR and Viet Nam. The report showed that livestock populations in the GMS are dynamic and have been under pressure due to enhanced trade and demand in red meat in China and Viet Nam, with a generally positive association between planted forest areas and populations of cattle and buffalo in Lao PDR and Viet Nam indicated. Tree plantations were an important source of income and generally perceived as having a positive impact on rural livelihoods, despite negatively impacts in grazing land availability. It is recommended that integrative approaches that include the collection of household level data to assess the impact on smallholder livelihoods and the collection of regional level data to capture forest changes in future forest assessments, enabling a more comprehensive understanding of the association between primary forests and planted forest on smallholder livestock production. Silvopastoral models have the potential to provide more viable and sustainable alternatives to the current forestry and livestock production models, supporting the transformation to more sustainable agriculture for better production, better environment, and sustainable development goals in GMS countries and beyond.

Book excerpt: Half a decade into the global land rush, land-intensive investment throughout Southeast Asia continues to confront social and environmental issues such as land conflict and improperly regulated forest conversion. This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the limits imposed by problems with data availability. It focuses on three regions where land has been widely seen to be available for new investment: Indonesias outer islands; the development triangle where Cambodia, Laos and Vietnam meet; and the Golden Quadrangle region which comprises the borderlands of northeastern Myanmar, northwestern Laos, southern and western Yunnan, and northern Thailand. These areas are examined in three chapter case studies, each of which uses the currently available spatial data to evaluate trade and investment dynamics in the area including processes that are used to make land available and combines these, where possible, with specially commissioned research on investment in key commodity crops to evaluate transparency with respect to financing. In a global and regional context where regulatory change is increasingly being driven by transnational concerns by consumers, retailers and investors information systems capable of tracking particular investments spatial targets, and thus their likelihood of various social and environmental outcomes, is increasingly desirable. This study describes current capabilities and challenges to realizing a more complete picture of investors roles in the development of available land.

ASEAN aspires to deepen integration in the services sector in order to enhance the sector's contribution to economic development and growth in each country. Despite this, services liberalization has progressed slowly compared to goods liberalization both at the multilateral and the regional levels. Different regulatory mechanisms across countries have contributed to the slow pace of liberalization. Logistics is an important industry in the services sector. The integration of logistics is important for deepening economic integration in ASEAN as it facilitates the movement of goods, services and people within and across countries, among producers and from producers to consumers. In view of its importance, ASEAN has identified logistics as one of its priority integration sectors. It has also developed a Connectivity Master Plan and a Strategic Transport Plan, where logistics plays an important role. This book examines the current state of services liberalization in the ten ASEAN economies. It also assesses the FDI enabling environment and the extent of FDI liberalization in the logistics sector as well as the liberalization challenges encountered in each of the ASEAN economies. The book, thus, provides a comparative picture of services liberalization as well as the state of logistics liberalization and development in each of the ten ASEAN member countries. All these have important bearings on deepening ASEAN economic integration for 2025 and beyond.

Book excerpt: This report explores the drivers (both direct and indirect) of deforestation and forest degradation and discusses the political, economic and social opportunities and constraints that will influence the design and implementation of REDD+ in Laos. The government of Laos has long sought to curb deforestation and forest degradation, and the country is receiving considerable international attention and support to implement REDD+. However, agricultural expansion, the development of industrial tree plantations, and large hydropower, mining and infrastructure projects continue to result in deforestation, with shifting cultivation and selective logging (legal and illegal) largely blamed for forest degradation. At the same time, indirect drivers of deforestation and forest degradation are rooted in a national agenda of economic growth, characterized by incentives for foreign and domestic investment in forest management and timber harvesting. As a result, Laos is becoming an important resource frontier for transnational capital and large-scale land and natural resource investments. The consequent intensification of competition for resources poses a challenge not only for forest governance, but also for the development of REDD+ policies and initiatives. In an examination of the institutions and policies defining Laos forestry sector and REDD+, the report reflects on lessons to be learned from past forestry and economic development policies. The government of Laos has demonstrated strong political interest in REDD+, but REDD+ implementation faces major obstacles, particularly unclear carbon rights and weak governance, with the latter attributable to poor local capacity, weak coordination among stakeholders, and minimal involvement by local communities and civil society. The report makes several recommendations for achieving effective, efficient and equitable outcomes of REDD+ in Laos: capacity building of administrative and technical staff, especially at the subnational level; clarification and harmonization of land-use planning and land allocation processes; and stronger monitoring and law enforcement in areas under high threat of deforestation and forest degradation. Furthermore, an accountable and transparent mechanism for sharing the benefits of REDD+ across levels and fully accountable consultation processes must be implemented, with the participation of not only elite and powerful actors such as domestic and foreign businesses but also local groups and civil society.
