Further, it argues that – and demonstrates how – the SDGs should be understood as an aspirational blueprint for development with multiple meanings that are situated in dynamic and contested terrains. As the SDGs have substantial implications for development policy and resourcing at both the macro and micro levels, their relevance is not only context-specific but should also be assessed in terms of the aspirations and needs of ordinary citizens across the continent. Drawing on analyses and evidence from both the natural and social sciences, the book demonstrates that progress towards the SDGs must meet demands for improving human well-being under diverse and challenging socio-economic, political and environmental conditions. Examples include those from the mining industry, public health, employment and the media. Central Element of the Agenda are the 17 Sustainable Development Goals with their 169 targets. Different than its predecessor, the Millennium Goals, the new plan does not focus on poverty only, but envisions a sustainable future thoroughly. This means a future, that meets present socio-economic needs without compromising the ability of future generations and the environment. The target is clear, but challenging, though. As the goals exceed the Millennium goals in their scope, many critics state that they are too extensive and therefore unobtainable, bearing in mind the outcome of the millennium goals, which were not obtained completely. However, the goals create a vision towards the world community should work, clearly acknowledging that the targets ahead are strongly interlinked. Today, nearly a quarter century after Apartheid, that left the economic and social situation defragmented, South Africa still attempts to overcome the shadow of the past. Though South Africa is one of the most sophisticated economies of the African continent, many challenges are ahead. It is difficult to point out the most significant sustainable development goals for the country, as they correlate and overlap, building up on each other. However, the most urgent targets are those of fundamental issues that build a basis for the work ahead and target elementary human needs. Therefore, this strategic paper will focus on the goals 1 (poverty), 2 (hunger), 6 (water), 11 (sustainable cities) and 16 (sustainable societies).

The International Institute for Sustainable Development (IIDS) further argues that sustainable development is an integrated process for decision-making that requires information for it to be accomplished. Inherent in the idea of sustainable development are aspects such as democratic values, community participation, international collaboration and strong leadership. A wide diversity of information is required to reflect an integrated approach to sustainable development. Agenda 21 is the foundational document of sustainable development and sets out a global action plan. The New Partnership for African Development (NEPAD) similarly embraces the need for sustainable development and has formulated actions that have to be taken on the African continent. This paper proposes the development of an information framework for sustainable development in South Africa and discusses the country's ability to provide the information required to address actions stipulated in Agenda 21. As part of this framework, indicators needed to implement and monitor sustainable development are discussed and the inherent value of spatial information for the implementation of sustainable development is touched on.

Calls for inclusive approaches to greening the South African economy, which addresses the most vulnerable in society and ensures that the benefits of sustainability innovations reach all South Africans, are becoming more pronounced as sustainable development policy reforms are being implemented. The question that should be placed centre stage in South Africa’s sustainability discourse is whether notions of justice and inclusivity are being sufficiently addressed in the design and implementation of policy and programme interventions. This book explores South Africa’s sustainability transition through reflections on critical policy, economic, technological, social and environmental drivers. It provides a synthesis of theoretical insights, including new models and concepts, and praxis through illustrations from South Africa’s growing landscape of sustainable development policies and programmes. Finally, it assesses whether these transition pathways are beginning to reconfigure the system-level structures hindering the country’s goal of ‘ensuring environmental sustainability and an equitable transition to a low-carbon economy’.

These challenges have coincided with the ascendancy of globalisation with its attendant social, economic and political imperatives, all of which have consequences for governance and development at the national level, not least in emerging economies like South Africa. This important book assesses the implications of global imperatives for the nature, capacity, character and scope of democratic governance and the pursuit of equitable development in the new South Africa. A major conclusion is that the implementation of domestic economic reforms predicated on market fundamentalism, with its dominant logic and paradigm of globalisation and economic management, is incompatible and irreconcilable with the quest for democratic governance and equitable development. The contributors contend that such an approach reproduces a substantively undemocratic and inequitable society. "Governance in the New South Africa" concludes by offering some considerations related to how substantive democracy and equitable development may be promoted in South Africa on the basis of democratic governance and developmentalism.
