Book excerpt: Environmental degradation can inflict serious damage on poor people because their livelihoods often depend on natural resource use and their living conditions may offer little protection from air, water, and soil pollution. At the same time, poverty-constrained options may induce the poor to deplete resources and degrade the environment at rates that are incompatible with long-term sustainability. In such cases, degraded resources may precipitate a downward spiral, by further reducing the income and livelihoods of the poor. This quot;poverty/environment nexusquot; has become a major issue in the recent literature on sustainable development. In regions where the nexus is significant, jointly addressing problems of poverty and environmental degradation may be more cost-effective than addressing them separately.Empirical evidence on the prevalence and importance of the poverty/environment nexus is sparse because the requisite data are often difficult to obtain in developing countries. The authors use newly available spatial and survey data to investigate the spatial dimension of the nexus in Cambodia, and Lao People's Democratic Republic. The data enable the authors to quantify several environmental problems at the district and provincial level. In a parallel exercise, they map the provincial distribution of poor households. Merging the geographic information on poverty and the environment, the authors search for the nexus using geo-referenced indicator maps and statistical analysis. The results suggest that the nexus is country-specific: geographical, historical, and institutional factors may all play important roles in determining the relative importance of poverty and environment links in different contexts. Joint implementation of poverty and environment strategies may be cost-effective for some environmental problems, but independent implementation may be preferable in many cases as well. Since the search has not revealed a common nexus, the authors conclude on a cautionary note. The evidence suggests that the nexus concept can provide a useful catalyst for country-specific work, but not a general formula for program design.This paper - a product of Infrastructure and Environment, Development Research Group - is part of a larger effort in the group to understand poverty/environment links in different contexts.

UNDP's success at integrating these two aspects of its core mandate is very important for its credibility and the quality of support delivery to country partners. Evaluation findings suggest that while UNDP is highly aware of the importance for sustainable development of the poverty-environment nexus; the articulation of this awareness throughout the organization is uneven.Some country programmes continue to address poverty reduction and environmental sustainability separately. There are institutional disincentives to integration, including UNDP's organization into practice areas and its dependence on external funding. These internal challenges notwithstanding, UNDP is ideally situated to strengthen partnerships within UN system to coordinate action on poverty alleviation and environmental protection. The report recommends that the Poverty-Environment Initiative represents good practice and should be scaled up to provide a model of how UNDP, in partnership with other UN agencies, can integrate poverty and environmental priorities at the country level -- Publisher's website.

The quality and bounty of the local environment certainly affect living conditions of the poor and their poverty is often seen as a contributing factor to the degraded condition of the local environment. Teasing apart the direction of causality in this resource–poverty nexus is a serious empirical challenge. This book contributes to an improved understanding of the economic dimensions of environmental and natural-resource management and poverty alleviation. The ten chapters of the book offer an overview of the current knowledge concerning the relation between poverty, environment and natural-resource use. Three sides of the debate receive particular attention. First, the relation between resource use and poverty is discussed from a theoretical point of view. Second, it is questioned whether payments for environmental services or considering values of resources can be an effective tool for stimulating both sustainable resource use and poverty alleviation. Third, alternative strategies to break the land degradation–poverty cycle are discussed.

It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice. The authors argue that a shift in nexus governance is required towards approaches where limits to control are acknowledged, and more reflexive/plural strategies adopted.
