It then discusses how to improve the efficiency with which resources are used by taking a ‘full-life-cycle’ approach to resource use. After summing up the evolution of China’s policies and systems relating to resources and the environment, this book goes on to study how China’s participation in global resource allocation and global resource governance has progressed under its open-economy situation, as well as challenges facing that participation. Based on all these analysis, the report proposes two targets for managing the total quantities of two specific metrics. That is, it recommends aiming to reach peak consumption of resources and peak emission of pollutants by 2030. In addition, it makes a number of specific policy recommendations. The China Development Research Foundation (CDRF) is a public foundation initiated by the Development Research Center of the State Council (DRC). Its mission is to advance good governance and public policy to promote economic development and social progress. The Foundation has approached its mandate in a number of ways, including support for evidence-based policy research, leadership training, high-level forums and symposiums to promote economic cooperation and development, and the promotion of responsible public policy. In particular, the Chinese experience in developing protected areas for both tourism and to meet environmental policy objectives illustrates many of the complexities within current sustainable development approaches elsewhere in the world. This research seeks to explore a case study of biodiversity protection and rural development within the context of the Jiuzhaigou Biosphere Reserve, Sichuan Province, China. Although Jiuzhaigou is often promoted as the "success story" of Chinese nature-based tourism, the findings of this study suggest that it should also be seen by taking into account its unexpected implications. A number of strengths and weaknesses are identified and analyzed: the distribution of the economic benefits and environmental burdens of tourism and participation issues in managing the biosphere reserve. By assessing the impacts of the NRM strategies applied in the case of Jiuzhaigou, this study seeks to extract a valuable lesson for both policy-makers and researchers.

Capturing the consequences of this reality, Bryan Tilt conducts an in-depth, ethnographic study of Futian Township, a rural community reeling from pollution. The industrial township is located in the populous southwestern province of Sichuan. Three local factories-a zinc smelter, a coking plant, and a coal-washing plant-produce air and water pollution that far exceeds the standards set by the World Health Organization and China's Ministry of Environmental Protection. Interviewing state and company officials, factory workers, farmers, and scientists, Tilt shows how residents cope with this pollution and how they view its effects on health and economic growth. Striking at the heart of the community's environmental values, he explores the intersection between civil society and environmental policy, weighing the tradeoffs between protection and economic growth. Tilt ultimately finds that the residents are quite concerned about pollution, and he investigates the various strategies they use to fight it. His study unravels the complexity of sustainable development within a rapidly changing nation.

Hsu illustrates Taiwan's path toward sustainable development and contrasts it to that of China, suggesting ways in which Taiwan can help China implement its environmental and social policies, and in which China might help Taiwan continue its path toward sustainable environmental and social policies. She explains that although Taiwan is a small compared to China, some aspects of its development model can (and should) be scaled up for larger countries. The importance of regulation enforcement is clear regarding Taiwan's environmental protection program, as is the promotion of small and medium sized enterprises in promoting income and social equality. Similarly, China's experimental methodology - using small areas to explore different ways of living or different technologies - can be useful in Taiwan. In Lessons in Sustainable Development, Hsu examines China and Taiwan in terms of inequality and environmental issues.
