The purpose was to provide inputs into and facilitate the formulation of a national environmental policy for Tanzania, and to provide a focus for close consultation and cooperation among the various actors. The 171 participants were mostly Tanzanian policy and decision makers, planners in public and private sectors, institutions of research and higher learning, NGOs, and members of parliament. Also attending were donor organisations, representations from neighbouring countries, multilateral agencies, and the press. This publication summarises the workshop proceedings and presents in full the technical papers presented. The book is in three parts: Institution and Policy Issues; Management Issues; and Sectoral Issues.

Working with networks of strategy practitioners from member governments, partner institutions and NGOs the programme assists in the conceptual development and analysis of experience of strategies, the development of a range of strategic planning and action planning skills and improved methods of assessing human and ecosystem well being. This volume, originally published in 1996, reviews more than a decadeof experience for sustainability in 12 African countries. These countries provide examples of very different approaches to strategy development and implementation. Many have been involved in the development of the National Environmental Action Plans (NEAPs) at the request of the World Bank. Other countries have developed their strategies independently, or have prepared National Conservation Strategies withe support from the IUCN.

Throughout ten chapters, the book deploys a holistic approach to adopt a conceptual model of socio-ecological systems, and characterize human-nature interactions in an integrative way to understand anthropogenic pressures on ecosystems to guide conservation and management. The book begins by describing the biophysical and socio-economic characteristics of the Tanzanian coastal environment, then discusses the impacts of climate change on coastal resource governance, community vulnerability, and livelihood security. Then, intervention strategies are offered as a means for local communities to not only adapt to climate change impacts, but also to engage in decision-making processes to assess vulnerabilities and address challenges and limitations through educated measures. Book excerpt: The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks for major natural resource sectors in Zambia, Tanzania and Mozambique to analyze whether, and to what extent they enable sustainable investments. National development plans in each country, and their crosscutting laws on land and the environment incorporate principles of sustainable development. However, sector-specific laws governing forestry, agriculture, mining and energy reflect these principles to varying degrees. Relying significantly on natural resources, these countries have witnessed consistent GDP growth in recent years. Despite their resource wealth and increased investments, poverty and resource degradation persist. Rural populations remain disproportionately affected, with limited access to basic services and increased vulnerability to the impacts of deforestation and climate change. This Synthesis report outlines four key insights on issues identified by the legal assessments that can either hinder or enable sustainable land use investments. These consist of: Reframing investment incentives and focusing on smallholder interests;Protecting customary land rights and ensuring consultation and consent:Establishing clear and effective regulations, strengthening enforcement capacity and supporting decentralization andRaising awareness, guaranteeing participation and promoting freedom of information. The report demonstrates that landscapes governance embodying the rule of law and adherence to social and environmental safeguards can create enabling conditions for sustainable investments. Equity, responsive legal and policy reforms, improved enforcement capacity, strengthened participatory mechanisms and other rule of law considerations are critical to planning and managing investments so that they contribute to sustainable development.
