Book excerpt: Drawing on the studies by the Asia Competitiveness Institute (ACI) at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore (NUS), this book titled Balanced, Sustainable and Competitiveness Enhancement Study for Vietnam: A Critical Evaluation with Development Potentials, which is a joint research collaboration between the National Research Project on Improving Vietnam's Competitiveness and ACI-LKYSPP-NUS, provides a detailed assessment of the Vietnamese economy. We contend that Vietnam is at a critical juncture in its development whereby a new wave of far-reaching reforms is required to address persistent structural weaknesses and unleash the country's economic potentials. In addition, Vietnam's new growth model must tackle widening regional disparities which puts Vietnam at risk of becoming one country with two economies where the southern region of Vietnam pulls too far ahead of its northern and central counterparts. Based on our analysis, we propose a comprehensive policy roadmap for Vietnam to achieve balanced and sustainable development for enhanced competitiveness. The successful completion of this reform agenda will set Vietnam firmly on a dynamic growth path which will allow the country to catch up with the more advanced ASEAN member states by 2040.

Book excerpt: Over the last several years airport operators have introduced green initiatives in order to improve the overall sustainability of their airports. Drivers could include financial viability, staffing considerations, or other social or environmental factors. There is a significant compilation of sustainability practices from larger airports, but a less robust description of initiatives for smaller airports. This report focuses on drivers and outcomes of green initiatives undertaken at small commercial and general aviation airports. Information used in this study was acquired through a review of the literature and survey or interviews with airport operators at small and general aviation airports. Although the study found that more than half of small airports have adopted one or more sustainable initiatives and almost 20% have a formal sustainability plan in place, many of those participating in the study do not believe that their airport has an impact on the environment, and because of lack of funding and different priorities, they choose not to pursue sustainable initiatives. However, sustainability is more than environmental initiatives. These are barriers, but more airports will pursue sustainable initiatives if more funding is made available, sustainability incentives are created, or sustainability becomes a mandate.

Book excerpt: Airports that have the ability and determination to launch a Green revolving fund (GRF) will gain a robust method for advancing their sustainability goals. Airports continually balance demands to improve infrastructure within the realities of available budgets. GRFs offer an alternative approach for investing in projects that generate operational savings. These funds work by tracking verified cost reductions from implemented actions, and then transferring those savings to a reserve that provides capital for future qualified projects such as energy system upgrades. A number of universities have managed GRFs for over a decade. Municipalities are starting to adopt them as well. ACRP Research Report 205: Revolving Funds for Sustainability Projects at Airports includes several non-airport-related case examples that have managed GRFs and two airport-related case examples. Airports require a modified GRF approach because of financial structures, Federal Aviation Administration (FAA) regulatory requirements, airline agreements, and the wide range of tenant roles. This report provides guidance to determine whether this innovative funding approach is suitable for a particular airport and instructions on how to deploy it
