Book excerpt: Sustainability is often just looked into as found at the intersection between economic, environmental and equity (3Es) variables, also referred to as production, planet and people (3Ps). However, the major determinants of global environmental change are the human species themselves. While they are part of the three Es, they go further to create a fourth pillar, the institutions, partly to manage complexity as they cause it. The complexity of people as the key definer of sustainability lies in the fact that Homo Sapiens are animals of politics and socio-economic reasoning. As they wrestle in the rationality and decision-making space, natural resources, and any other resources (human, capital, financial and social relations) are configured and reconfigured in such a way that sustainability becomes the major goal under threat. Using Zimbabwe as a case study, the contributors in this volume dissect development as an endangered species needing the key actors involved to rethink their decisions and actions in the interest of more sustainable and desirable futures.

A geological era, now called the Anthropocene, has been coined in environmental and developmental circles, to mark the increased domination of humanity on Earth and its resources. Today, the ecological footprint on the fragile planet continues to increase. Mass industrialisation, like what China is doing and pushing for, is one of the drivers for increased urbanisation that results in increased demand for land. It is also the stimulus behind increased deforestation, overfishing, and pollution. As the fragility of the Earth increases, global bodies like the Intergovernmental Panel on Climate Change are pushing to reduce the Earths temperature. Human efforts to manage the problem cascade from a global to a regional, to a national, as well as to much localised scales. Missing though are nuanced contributions at national and community levels, which this book is an attempt to bridge. The nagging sense of responsibility is what this book explores under the label of sustainability ethic. As a case study, the book examines the use of sustainability ethic in the management of the physical, infrastructural and natural resources of Zimbabwe. This ethic is built on pillars that include participation of people (households) in their pursuit for sustainable livelihoods, appropriate technology, tools and techniques for environmental protection. It also hinges on stewardship and structures, institutions, policies and processes of governance and sustainability. There are also the aspects of ethics, laws and indigenous technical knowledge for sustainability, capacity building and education plans and programmes for sustainability and population and demographic determinants, processes and outcomes for sustainability. The book is a timely contribution to an urgent global concern and climate change debate.

The first aim is to link together two major movements of our time, one philosophical, the other practical. The philosophical movement is towards what many today are calling an 'integral' age, while the practical is the 'green' movement, duly aligned with that of sustainable development. The second is to blend together elements of nature and community, culture and spirituality, science and technology, politics and economics, thus serving to bring about an 'integral green' vision, albeit with a focus on business and economics. As such, the authors transcend the limitations to sustainable development and environmental economics, which are overly ecological, if not also technological, in orientation, and exclude social and cultural elements. Thirdly, this particular volume focuses specifically on Zimbabwe, as well as Southern Africa, drawing on the particular issues and capacities that this country and region represents. The emphasis on Zimbabwe and Southern Africa transpired not only because two of the editors (Lessem and Mamukwa) are Zimbabwean in origin, but because Zimbabwe is today like a phoenix rising from the ashes, and has the opportunity to recreate itself anew.

The International Institute for Sustainable Development (IIDS) further argues that sustainable development is an integrated process for decision-making that requires information for it to be accomplished. Inherent in the idea of sustainable development are aspects such as democratic values, community participation, international collaboration and strong leadership. A wide diversity of information is required to reflect an integrated approach to sustainable development. Agenda 21 is the foundational document of sustainable development and sets out a global action plan. The New Partnership for African Development (NEPAD) similarly embraces the need for sustainable development and has formulated actions that have to be taken on the African continent. This paper proposes the development of an information framework for sustainable development in South Africa and discusses the country's ability to provide the information required to address actions stipulated in Agenda 21. As part of this framework, indicators needed to implement and monitor sustainable development are discussed and the inherent value of spatial information for the implementation of sustainable development is touched on.

The rise in informal settlements is due to the urban planning practices in most African cities that rarely reflect the realities of urban life and environment for urban development. Aspects of places, people and process are central to the concept of urban resilience and sustainable urban growth. It stems from the observation that urban vulnerability is on the increase in Zimbabwe and beyond. In history, disasters have adversely affected nations across the world, inflicting wide ranging losses on one hand while on the other hand creating development opportunities for urban communities. Cooperation in disaster management is a strategy for minimising losses and uplifting the affected urban settlements. The significance of urban planning and design in the growth and development of sustainable urban centres is well documented. Urbanisation has brought with it challenges that most developing countries such as Zimbabwe are not equipped to handle. This has been accompanied by problems such as overpopulation, overcrowding, shortages of resources and the growth of slum settlements. There need is to seriously consider urban planning and design in order to come up with contemporary designs that are resilient to current urban challenges. There are major gaps in urban resilience building for instance in Harare and the local authority needs to prioritise investment in resilient urban infrastructure.
