Book excerpt: Inhaltsangabe:Introduction: The speed with which the Berlin Wall fell on the 9 November 1989 was both surprising and inspiring. No longer would the people of East Germany be held captive under a repressive regime that deprived them, not only of western commodities, but of the most fundamental of human needs, the freedom to thrive. On 18 May 1990, politicians from the East and West signed a treaty creating an economic and social union. This was followed by the Treaty of Unification on 31 August 1990. The dream of one Germany had become a reality. It was now up to the German people to build a unified economy, a task that posed difficult questions most importantly, what to do with the state owned businesses that comprised the former GDR (German Democratic Republic). The former states of the GDR contain some of the highest growth regions in Europe. Despite this, there is social instability and high unemployment. As of October 2003, the unemployment rate in East Germany was 17.3% compared with 8.0% for the West, and 8.1% for the European Union. While there is a necessity to improve the situation for all of Germany, many hurdles remain. In the case of unified Germany, Deutschland einig Vaterland is more than a slogan of unity; it is a statement for economic survival. The aim of this thesis will be to explore the following questions: How did three East German companies the Rotkäppchen sparkling wine company, the Florena cosmetics company, and the Fit detergent company survive and even thrive after reunification? How did the Treuhand Anstalt (THA), or Trust Agency, help these companies, and what affect has this had on the German economy? What were some peripheral reasons for economic survival, including government incentives, global economic expansion during the 1990s, and ostalgia? What were some East German companies that did not survive, and why did they fail when others succeeded? How could these survival strategies be applied to other companies in other nations and what are the lessons for the future? In answering these questions, it will be necessary to explore the history, not only of the three companies, Rotkäppchen, Florena, and Fit, but also of the East German market. Due to the complexity of this topic, however, this thesis will remain focused on three main survival strategies. The question has a newly revived and essential actuality as a result of the recent world economic crisis. The fall of the Berlin Wall on November 9, 1989, and the launch of the German Economic, Monetary, and Social Union on July 1, 1990, radically changed economic conditions for more than 8,000 previously state-, municipal-, or party-owned companies in the former German Democratic Republic (GDR). Overnight, most East German manufacturing plants had been devalued, after having been able to survive for decades thanks to a protected market in the East. For East German companies, the monetary union meant "the introduction of a social market economy without a market," as described by Birgit Breuel, president of the world's largest holding company, the Treuhand agency. In a move without historical precedent and under considerable political pressure, Treuhand privatized 15,000 companies. Many of these companies did not survive. But for several hundred medium-sized and small businesses, the market economy provided a real upturn, and, for about one hundred companies, it opened doors to previously unimaginable opportunities. Today, several of these firms are brand or market leaders in Germany, or even globally. How did these companies succeed? For an answer, this book visits 15 of these companies in various industries and evaluates the strategies they used to survive or, more importantly, become dominant players. Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.
