The first priority is to avoid or reduce exposure. Every minute wasted may cost lives, and it is unlikely that experts will be present immediately to advise.This book is written for individuals, families, security professionals, etc., to form the basis for the critical decisions necessary to save lives. The most important section is the Emergency Response Protocols, providing prioritized instructions for those caught in a CBR attack. The Handbook also provides information necessary to evaluate equipment available for CBR protection, including gas masks, personal filter masks, and air filters. The protective characteristics of equipment must be matched to the characteristics of CBR to ensure adequate protection. Attack indicators can serve as a first alert if the sights, sounds, scent, sensations or dissemination equipment are known and recognized. Guidelines for analyzing risk based on geographic location and international visibility, and for assessing vulnerabilities based on site characteristics and business profiles are presented. Protection of water supplies from CBR attack is addressed.
