Book excerpt: There are approximately 4,000 fatalities in crashes involving trucks and buses in the United States each year. Though estimates are wide-ranging, possibly 10 to 20 percent of these crashes might have involved fatigued drivers. The stresses associated with their particular jobs (irregular schedules, etc.) and the lifestyle that many truck and bus drivers lead, puts them at substantial risk for insufficient sleep and for developing short- and long-term health problems. Commercial Motor Vehicle Driver Fatigue, Long-Term Health and Highway Safety assesses the state of knowledge about the relationship of such factors as hours of driving, hours on duty, and periods of rest to the fatigue experienced by truck and bus drivers while driving and the implications for the safe operation of their vehicles. This report evaluates the relationship of these factors to drivers' health over the longer term, and identifies improvements in data and research methods that can lead to better understanding in both areas.

Under the new restart rule, if commercial motor vehicle (CMV) drivers choose to use a provision allowing restart of the 60- or 70-hour duty-cycle limit, they are required to include at least two nighttime periods (from 1 a.m. until 5 a.m., based on the home terminal time zone if the restart takes place in a time zone that differs from the drivers home terminal) in their restart breaks to allow sufficient opportunity for sleep recuperation before beginning another duty cycle. To investigate the efficacy of this new rule, a naturalistic field study was conducted (before the compliance date) to assess fatigue in drivers working their normal schedules and performing their normal duties. During this study, researchers performed a comparison of driver fatigue between duty cycles preceded by a restart break with only one nighttime period versus duty cycles preceded by a restart break with two or more nighttime periods. This book discusses the findings of this study.

Book excerpt: In 2003, NIOSH co-sponsored a conference that brought together researchers from around the world to discuss the safety and health of commercial truck drivers. NIOSH recognizes that these workers merit attention due to the difficult and dangerous nature of their trade. Truck drivers have an unusually high rate of occupational injury, and one of the highest rates of on-the-job fatality. NIOSH is actively working to improve the safety and health of truck drivers. Current Institute projects will increase our understanding of cause-specific mortality among owner-operator truck drivers, the health effects of diesel exhaust particles, and the influence of work organization on truck driver fatigue. Reducing occupational injury and illness among truck drivers is assisted by a coordinated effort, and this conference was an important step towards establishing a national research agenda. This publication shares the information, insight, and research of the professionals who participated in the conference. Together they provide an overview of the trucking industry, summarize the current state of knowledge regarding truck driver safety and health, and document the topics for future research suggested by the conference participants. NIOSH hopes that these proceedings will be valuable to researchers, industry representatives, policymakers, and the public.

Book excerpt: Because of the significant number of heavy truck-related fatalities and the significant role of fatigue in such accidents the Board initiated this study of single-vehicle heavy truck accidents to examine the role of specific factors such as drivers' patterns of duty and sleep, in fatigue-related heavy truck accidents and to determine potential remedial actions. The purpose of the Board's study was to examine the factors that affect driver fatigue and not the statistical incidence of fatigue. The study analyzes data from 107 single-vehicle heavy truck accidents in which the driver survived. Volume 1 of the study contains the Board's analysis of the data and its conclusions and recommendations. Volume 2 of the study contains the summaries of the 107 accidents. The safety issues discussed in the report are (a) the factors that affect fatigue-related accidents; (b) the adequacy of the Federal Highway Administration's hours of service regulations; and (c) the adequacy of truckdrivers' understanding of the factors affecting fatigue. Safety recommendations concerning these issues were made to the Federal Highway Administration, the Professional Truck Driver Institute of America, the American Trucking Associations, Inc, the Commercial Vehicle Safety Alliance, the National Private Truck Council, the Independent Truck Owner Operators, the Owner-Operator Independent Driver's Association, the International Brotherhood of Teamsters, and the National Industrial Transportation League.
