Book excerpt: This paper summarizes available research material on the resettlement of South-East Asian, Haitian and Cuban refugees in the United States, and is addressed to policy makers in education and other human services. It is divided into nine chapters in which the author includes material on the government's policy towards these refugees; the response of local communities to the influxes; the refugee experience, camp experience and differing cultural backgrounds; educational programmes for refugees; and, different aspects of adjustment by the refugees. The author draws attention to the lack of serious research on the 1980 influxes of Cubans and Haitians which, she suggests, is due to their ambiguous legal status. The author also suggests that the definition of a refugee be rethought. In referring to the acknowledged failure of the government's "scatter policy", the author emphasises the importance of the community in the refugee's capacity to establish a self-help network and to cope with problems originating from the exodus and from cultural assimilation in the United States. Finally, the author points out that the refugees themselves also require better access to knowledge about what information exists as well as better access to the actual documents and sources. Book excerpt: Massive refugee migrations in Southeast Asia set off in 1975 by changes of government in Vietnam, Cambodia, and Laos, are a problem of both humanitarian and political concern. The refugees pose potentially disruptive political problems for the asylum countries, Thailand, Malaysia, Indonesia, Singapore, the Philippines, and Hong Kong. Only a few countries, the United States, France, Australia, and Canada, have accepted an appreciable number of refugees for resettlement. In an effort to obtain worldwide participation in alleviating the Indochina refugee crisis, the United Nations High Commissioner for Refugees (UNHCR), has changed its funding program and has held international conferences aimed at obtaining more resettlement offers. It is imperative that appropriate asylum and additional temporary care facilities be provided and effectively managed. Current law does not clearly express U.S. intentions and commitments to refugee resettlement and has made planning and processing of refugees very difficult. Commitments need to be more formally embodied in law to express the will of Congress and possibly to motivate other nations to share refugee relief. A refugee admission and resettlement policy needs to be established.

Book excerpt: The Immigrant and Refugee Planning Center (IRPC) was created to stimulate local business participation in the Indo-Chinese refugee resettlement programme. In particular, IRPC focuses on vocational and language training programmes in order to improve refugee employment prospects. This report contains the results of a survey to obtain the opinions of both refugees and host communities on the impact of refugee resettlement in Orange County, California. There is a brief introduction on the causes of the Indo-Chinese refugee exodus and the US resettlement programme. The survey findings are presented in four sections: Employment, Education, Welfare Dependency and Community Tension. IRPC organized committees to analyse the findings and to formulate recommendations. These recommendations are divided into three areas: 1) Involvement by Educators, Communicators and Voluntary Agencies; 2) Involvement by Businesses; and 3) Specific Measures to Reduce Community Tension. They cover such topics as: language training and cultural orientation programmes on TV and radio; community newsletters; job-specific language training programmes; and vocational training prior to employment.

Book excerpt: Alien Winds presents the first critical analysis of U.S. refugee processing centers in Southeast Asia. Based on twenty months of work in refugee camps from 1983-1986 and an analysis of documents obtained under the Freedom of Information Act, this book challenges the widely held view that the refugee education program results in successful resettlement. The author contends that in its zeal to Americanize Southeast Asians, this program seeks to replace ties to their traditional community with a commitment to the myths of American success ideology and the moral principle of self-sufficiency. He concludes that the program actually disempowers the refugees by robbing them of their sense of community, and often their dignity. Without regard to skills or education, it prepares refugees for long term employment in dead end minimum wage jobs. Of particular interest to teachers of English as a second language and scholars in the fields of education, sociology, anthropology, and Southeast Asian studies, Alien Winds concludes with recommendations for overseas centers and domestic resettlement programs. From its inception the U.S. refugee resettlement program faced difficult questions: What are the main difficulties facing Southeast Asians in the United States? What do refugees need to know in order to resettle successfully? How should successful resettlement be defined? Should there be different notions of success for different groups of people? What values do Americans share? Must newcomers adopt these values? Alien Winds examines the American answers to these questions as they are formulated and conveyed to the refugees. It also explores the sources of these answers. To this end it examines important assumptions about immigrants that originated in educational programs during the early part of this century. It further explores the aims and structures of the organizations which created and operate the processing centers. Finally, Alien Winds analyzes the role of the refugee program in America's shared memory of Vietnam.
