Book excerpt: In order to allow participants in the legislative budgetary process the opportunity to comment on Proposal No. 19 legislators and heads of selected state agencies were invited to identify weaknesses in the system, as they perceive them, and to make any recommendations for improvement that they might consider appropriate. Letters were sent to 141 legislators, which excluded the 11 members of this Committee and 13 other legislators who had not filed for reelection. In addition, letters were sent to the head of 12 major state agencies. A copy of Representative Holderman's letter to the Legislative Coordinating Council was included in each letter sent.
