Book excerpt: This report covers the timeframe from 2013-2015 based on the American Housing Survey (AHS) data that is funded by the U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Commerce, U.S. Census Bureau. This report provides national data and analysis of the critical problems facing low-income renting families. Households in this report are defined as very low-income renters who do not receive government housing assistance and who paid more than one-half their income for rent, lived in severely inadequate conditions or both. Contributing most to the increase in worst case needs between years 2013 and 2015 was a notable shift from home ownership to renting. Modest gains in household incomes were met with rising rents, shrinking supply of affordable housing stock in an increasingly competitive market. This data identifies a worst-case needs household as a family with two children, most often a minority family headed either by a single female or married couple. Municipal and state government personnel within the Housing Authority that offer affordable housing properties to its citizens may be most interested in this data. Additionally, rental property managers and builders, American citizens, policymakers, economic developers and advisors, and community planners may also find this research helpful to their strategic program needs. High school students and above may be interested in the statistical data that includes text, tables, charts representing this population and their needs for the basic necessity of housing to provide primary source materials for research reports and term papers. Book excerpt: On June 2015, the Texas Department of Housing and Community Affairs lost a case in the U.S. Supreme Court due to their failure to provide equitable affordable housing under the Low Income Housing Tax Credit (LIHTC) program. The U.S. Supreme Court decision has shaken the affordable housing definition by highlighting the importance of location in housing affordability. To best assist low-income families, what should ‘high-opportunity areas’ concretely provide? First and foremost is transportation affordability. Transportation is more than a sheer convenience for Americans. Looking solely at housing costs is a misleading measure of affordability and a disservice to low-income families. A recent study by the PI, found that, households in 44% of all Multifamily Section 8 properties in the nation, spend on average more than 15 percent of their income on transportation costs, making these properties effectively unaffordable. According to this methodology, more than 73% of Section 8 Multifamily properties in Dallas Fort Worth (DFW) are unaffordable. This study has received extensive media attention by The Dallas Morning News, CityLab and other media outlets. Yet there is little understanding on the affordability and effectiveness of other rental assistance programs such as Public Housing, LIHTC and the Housing Choice Voucher Program. There is also little understanding about the long term effects of location on low income households in terms of providing accessibility to opportunities and, as a result, affecting the chance of upward mobility. This study seeks to address these gaps by developing an innovative approach to evaluate the short-term and long-term affordability of all state and federal rental assistance programs in the Dallas-Fort Worth metropolitan area. We used disaggregated data at the property level and measured built environment variables around each property. We then estimated transportation costs for a typical household that qualifies under these programs using solid transportation costs modeling tailored for low-income households. This study sheds light on the relative merit of each program in ensuring affordability when factoring in transportation costs. Second, this research seeks to identify long term affordability and opportunities for upward mobility for all census blocks in the Dallas-Fort Worth metropolitan region. We produced a series of “Catalyst Areas” maps. Catalyst Areas represent areas with adequate access (by modes other than driving) to major destinations such as educational facilities, healthy food, health care facilities, public transit, and job opportunities. This would help low-income households to not only spend less on transportation, but also, by providing access to opportunities, increase their chance of upward mobility. Finally, this study provides recommendations to further federal and state initiatives in coordinating housing and transportation and is designed to inform regional and local planners on location-efficient investments. This study also recommends that the priority in affordable housing investments for low-income households should be given to Catalyst Areas.

[...] Since the mid-1980s, incomes of the bottom 60 percent of Californias families have fallen after adjusting for inflation.7 The substantial growth in the incomes of the wealthiest Californians has actually worsened the states housing crisis, since those households have bid up the price of both homeownership and rental housing. [...] Incomes Have Failed to Keep Pace with the Rising Cost of Housing Over the past decade, the cost of rental housing has risen faster than inflation in the states two largest metropolitan areas and faster than the incomes of the average California family. [...] Nationally, 55 percent of households could afford to purchase the median priced home in 1999, as compared to 37 percent of California households.18 While the affordability of homeownership remained constant between 1998 and 1999 for the nation, the share of California households able to afford the median priced home dropped three percentage points during the same period. [...] 19 California, the share of homes affordable to median income households ranged from 45 percent in Santa Barbara to only 11 percent in San Francisco.19 The income needed to purchase the median priced home ($63,532) far exceeds the income of the median California household ($40,934 in 1998).20 In other words, the median California household earns less than two-thirds the income needed to purchase t.
