Available in PDF, EPUB and Kindle. Book excerpt: "Stanley S. Surrey was the most prominent mid-twentieth-century American tax law academic, and the federal government official with the greatest influence on tax policy over that same period (aside from politicians). His professional life with the federal tax system spanned half a century, ending only with his death at the age of 73 in 1984. As Surrey writes in his memoirs, he had good reason to "doubt that any person alive today has had as close and as varied a relationship with the Internal Revenue Code as I have had." He divided the five decades of his professional life between academia (three early years at the University of California, Berkeley, followed by many years at Harvard Law School), and two lengthy tours of duty in the service of the U.S. Treasury Department. In his second Treasury stint he served as the Assistant Secretary of the Treasury for Tax Policy, the highest executive branch position exclusively focused on taxation. Surrey's influence on the federal tax system was deep and pervasive and continues to this day; perhaps his most enduring accomplishment has been his development of tax expenditure analysis, which since the 1970s has played a central role in a wide range of tax policy discussions. At his death in 1984, Surrey had written polished drafts of the majority of his planned professional memoirs. Until now, the memoirs have remained unpublished in the archives of the Harvard Law School Library. Lawrence Zelenak and Ajay K. Mehrotra have edited the memoirs for publication to produce this collection. This edited volume includes an comprehensive introductory essay on Surrey's professional life and his contributions to tax policy, as well as extensive annotations providing important background on the people and events Surrey discusses in the memoirs"--

Available in PDF, EPUB and Kindle. Book excerpt: Stanley Surrey's book is the first to analyze all the 'expenditure' aspects of the tax laws and to indicate their amounts and their effects on the country. It provides the mechanism for a proper re-examination of hidden tax expenditures and explores pathways toward eliminating both the tax escapes and inefficient and wasteful means of governmental subsidization which these expenditures now produce.

Download or read book The Surname Detective written by Colin Rogers and published by Manchester University Press. This book was released on 2024-07-30 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the author of The Family Tree Detective, this guide provides the amateur genealogist or family historian with the skills to research the distribution and history of a surname. Colin Rogers uses a sample of 100 names, many of them common, to follow the migration of people through the centuries. Each of the 100 names is mapped since the Doomsday book in 1086. For those whose name is not among the sample, the book shows how to find out where namesakes live now, how they moved around the country through time, and how the name originated from a placename, a nickname or an occupation. Colin Rogers finishes this work by showing how the distribution of surnames can be studied irrespective of the size of the surrounding population, and reaches some interesting conclusions about which names are more reliable guides to migration since the 14th century.

Download or read book The Ideologies of Taxation written by Louis Eisenstein and published by Harvard University Press. This book was released on 2010-04-30 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1961, The Ideologies of Taxation is a classic of taxationÑa long-unavailable volume that remains uniquely applicable today. Louis Eisenstein starts from the idea that the tax system in a democracy is shaped by competing factions, each seeking to minimize its burden. Because few people are convinced by appeals to self-interest, factions must give reasons, which are skillfully elaborated into systems of belief or ideologies. EisensteinÕs aim is to examine (and debunk) three major ideologies used to justify various reforms of the tax system. The ideology of ability holds that taxes should be apportioned based on ability to pay and that this is properly measured by income or wealth. The ideology of deterrents is concerned with high taxes on private enterpriseÑlow and flat taxes are desired lest the wealthy reduce their work efforts and savings. The ideology of equity is focused on equal treatment of similarly situated individuals. Eisenstein shows, with sharp wit and an instinct for the jugular, how each of these ideologies is plagued with contradictions, incompleteness, and, in some cases, self-serving claims.
