Book excerpt: In 2018, the National Academies of Sciences, Engineering, and Medicine issued an Interim Report evaluating the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. It provided a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focused on some of the barriers to their implementation. This final report addresses the remaining issues and echoes the recommendations from the interim study.

Available in PDF, EPUB and Kindle. Book excerpt: The United States has 57.2 MT of weapons-usable plutonium that it has declared surplus and that still requires disposition. This plutonium exists in various metal and non-metal forms, including pits—the central core of a nuclear weapon. To prevent insidious use of this plutonium, DOE plans to disassemble pits into metal; convert the plutonium metal to plutonium oxide, a powder-like substance; dilute it with inert material; and dispose of it at WIPP. In May 2018, NNSA issued a plan conceptualizing the dilution and disposal of 34 MT of surplus plutonium at an estimated cost of $19 billion over the next 3 decades. Under this conceptual plan, pit disassembly and production of plutonium oxide would take place at one facility and dilution would be performed in another, with both operations expanding over the next decade.This report (1) examines the amount of surplus plutonium in DOE’s inventory that could be converted to plutonium oxide for dilution and disposal and (2) examines DOE’s capacity to produce plutonium oxide.

Book excerpt: In December 1996, the U.S. Department of Energy (DOE) published the ''Storage and Disposition of Weapons-Usable Fissile Materials Final Programmatic Environmental Impact Statement (Storage and Disposition PEIS)'' (DOE 1996a). That PEIS analyzes the potential environmental consequences of alternative strategies for the long-term storage of weapons-usable plutonium and highly enriched uranium (HEU) and the disposition of weapons-usable plutonium that has been or may be declared surplus to national security needs. The Record of Decision (ROD) for the ''Storage and Disposition PEIS'', issued on January 14, 1997 (DOE 1997a), outlines DOE's decision to pursue an approach to plutonium disposition that would make surplus weapons-usable plutonium inaccessible and unattractive for weapons use. DOE's disposition strategy, consistent with the Preferred Alternative analyzed in the ''Storage and Disposition PEIS'', allows for both the immobilization of some (and potentially all) of the surplus plutonium and use of some of the surplus plutonium as mixed oxide (MOX) fuel in existing domestic, commercial reactors. The disposition of surplus plutonium would also involve disposal of both the immobilized plutonium and the MOX fuel (as spent nuclear fuel) in a potential geologic repository.

Included in the evaluation are up to 6 metric tons (MT) of plutonium in the form of impure oxides and metals for which a disposition plan has not been decided, among options that include preparation as feed for the Mixed Oxide Fuel Fabrication Facility; disposing to high-level waste through the Savannah River Site (SRS) HB Line and H Canyon; can-in-canister disposal using the SRS Defense Waste Processing Facility; and preparation for disposal at the Waste Isolation Pilot Plant (WIPP). DOE and SRS have identified at least 0.5 MT of plutonium that, because of high levels of chemical and isotopic impurities, is impractical for disposition by methods other than the WIPP pathway. Characteristics of these items and the disposition strategy are discussed.

Book excerpt: With the end of the Cold War and break-up of the Soviet Union in the early 1990s, control of surplus nuclear weapons material became an urgent U.S. foreign policy goal. Particular U.S. concern focused on plutonium from Soviet nuclear warheads, which it was feared posed a major nuclear weapons proliferation risk. The United States supported a successful effort to consolidate the storage of Soviet nuclear weapons and materials in Russia, and then began negotiating reductions in weapons material stockpiles. Congress has been closely involved in formulating U.S. policy on surplus plutonium disposition, as well as funding the necessary facilities, operations, and Russian assistance to implement the program. Congressional debate is now focusing on the U.S. program's escalating costs and the Obama Administration's FY2015 proposal to halt construction of plutonium disposition facilities in South Carolina and prepare a new strategy. This book discusses the mixed-oxide fuel fabrication plant and plutonium disposition. It also examines drivers the National Nuclear Security Administration (NNSA) identified for the cost increases of construction projects for plutonium disposition; the extent to which NNSA analysed underlying causes of the cost increases; steps NNSA took to hold construction contractors accountable for their role, if any, in the cost increases; and the extent to which NNSA's most recent estimates met cost- and schedule-estimating best practices.
