Has the water improved in spite of the fact that the crayfish, snails, and algae are not those that one would expect to find in natural rivers and estuaries? To evaluate the success of environmental laws over the past two decades, the author examines the aquatic life of river systems in the Delaware Valley, Texas, and Georgia--the only areas in the United States where she found enough biological data to determine trends over time. Although tracing the impact of environmental laws is difficult, Patrick found that for these three water systems the results were generally positive. However, if society as a whole wants effective environmental legislation, organizations must take on a more systematic and orderly approach to data gathering. Patrick argues that in monitoring the waters, one must study protozoa, algae, and worms as well as fish, oysters, and shrimp; one must track amounts of metal as well as low concentrations of oxygen. In proposing options for the future, the author predicts that the cost of such monitoring will be higher than present expenditures, but the cost of lax control will be even greater. Book excerpt: Acidification is one of the most serious environmental problems - especially in Sweden, which suffers most from the consequences of acid rain. Besides international negotiations to reduce sulphur emissions - 85% of the acid load on Sweden can be traced to emissions from outside the country itself - the Swedish Government has employed large-scale, operative liming activities to counteract acidification of surface waters. The scientific results show that - although acidification cannot be solved by liming alone - the measures taken resulted in substantial improvements to around 8,000 Swedish lakes and watercourses. The idea is that other countries affected by acidification may also profit from this experience.

The hydrosphere-the waters of the Earth, its oceans, rivers and lakes-is vital, constituting a feature unique in the solar system and one responsible for physical and climatic phenomena characteristic of the planet. Water moves through the hydrologic cycle and runs the heat engine of the Earth, approximately 97% of it occurring in the oceans. These contain vast natural resources including abundant plant and animal life and they assist in cleansing the atmosphere by becoming the final repository of air and land pollutants of which many are man-made. Unfortunately their ability to do this is diminishing because of rising pollution by toxicants such as DDT, nuclear by-products such as strontium-90 and oil spills. The oceans contain huge quantities of various substances mostly originating from the atmosphere, biological activity, river transport after rock weathering, groundwater, spreading zones along mid-oceanic ridges and crustal out-gassing. After hydrogen and oxygen, the commonest elements in them are Cl, Na, Mg, S, K, Ca, Br, C and B. The atmosphere and the oceans together cooperate in an energy cycle important in controlling and equalising the Earth's surface temperature.
