Book excerpt: This Sampling and Analysis Plan addresses surface water monitoring, sampling, and analysis activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Surface water monitoring will be conducted at nine sites within WAG 6. Activities to be conducted will include the installation, inspection, and maintenance of automatic flow-monitoring and sampling equipment and manual collection of various water and sediment samples. The samples will be analyzed for various organic, inorganic, and radiological parameters. The information derived from the surface water monitoring, sampling, and analysis will aid in evaluating risk associated with contaminants migrating off-WAG, and will be used in calculations to establish relationships between contaminant concentration (C) and flow (Q). The C-Q relationship will be used in calculating the cumulative risk associated with the off-WAG migration of contaminants.

Note that this document is referred to as a SAP even though no sampling and analysis will be conducted. The term SAP is used for consistency. The procedures described herein are part of the Environmental Monitoring Plan (EMP) for WAG 6, which also includes monitoring tasks for seeps and springs, groundwater quality, surface water, and meteorological parameters. Separate SAPs are being issued concurrently to describe each of these monitoring programs. This SAP has been written for the use of the field personnel responsible for implementation of the EMP, with the intent that the field personnel will be able to take these documents to the field and quickly find the appropriate steps required to complete a specific task. In many cases, Field Operations Procedures (FOPs) will define the steps required for an activity. The FOPs for the EMP are referenced and briefly described in the relevant sections of the SAPs, and are contained within the FOP Manual. Both these documents (the SAP and the FOP Manual) will be available to personnel in the field.

The sampling steps described in this plan are consistent with the steps that have previously been followed by Energy Systems when conducting RCRA sampling.

Book excerpt: This field sampling and analysis (S & A) plan has been developed as part of the Department of Energy's (DOE's) remedial investigation (RI) of Waste Area Grouping (WAG) 2 at Oak Ridge National Laboratory (ORNL) located in Oak Ridge, Tennessee. The S & A plan has been written in support of the remedial investigation (RI) plan for WAG 2 (ORNL 1990). WAG 2 consists of White Oak Creek (WOC) and its tributaries downstream of the ORNL main plant area, White Oak Lake (WOL), White Oak Creek embayment (WOCE) on the Clinch River, and the associated floodplain and subsurface environment (Fig. 1.1). The WOC system is the surface drainage for the major ORNL WAGs and has been exposed to a diversity of contaminants from operations and waste disposal activities in the WOC watershed. WAG 2 acts as a conduit through which hydrologic fluxes carry contaminants from upgradient areas to the Clinch River. Water, sediment, soil, and biota in WAG 2 are contaminated and continue to receive contaminants from upgradient WAGs. This document describes the following: an overview of the RI plan, background information for the WAG 2 system, and objectives of the S & A plan; the scope and implementation of the first 2 years of effort of the S & A plan and includes recent information about contaminants of concern, organization of S & A activities, interactions with other programs, and quality assurance specific to the S & A activities; provides details of the field sampling plans for sediment, surface water, groundwater, and biota, respectively; and describes the sample tracking and records management plan.
