Download or read book Surface Transportation Funding and Programs Under MAP 21 Moving Ahead for Progress in the 21st Century Act P L 112 141 written by Robert S. Kirk and published by Createspace Independent Pub. This book was released on 2012-12-01 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: On July 6, 2012, President Barack Obama signed the Moving Ahead for Progress in the 21st Century Act (MAP-21; P.L. 112-141). The act authorized spending on federal highway and public transportation programs, surface transportation safety and research, and some rail programs and activities through September 30, 2014. MAP-21 authorized roughly $105 billion for FY2013 and FY2014 combined. It also extended FY2012 surface transportation authorizations to the end of the fiscal year, raising the total authorization to approximately $118 billion. Most of the funding for surface transportation bills has been drawn from the highway trust fund (HTF) since its creation in 1956, but the HTF, which receives revenue mainly from federal motor fuel taxes, has experienced declining revenue due to a sluggish economy and improvements in vehicle fuel efficiency. For the past several years, HTF revenue has been insufficient to finance the government's surface transportation programs, leading Congress to delay reauthorization for 33 months following expiration of the last multi-year reauthorization. Although Congress was unable to agree on a long-term solution to the HTF revenue issue, MAP-21 did provide for the transfer of sufficient general fund revenues to the HTF to fund a two-year bill. MAP-21 made major changes in the programmatic structure for both highways and public transportation and included initiatives intended to increase program efficiency through performance-based planning and the streamlining of project development. Among its major provisions, MAP-21 included: for the federal-aid highway program, research, and education, authorizations for FY2013 of $40.96 billion and for FY2014 of $41.03 billion; for public transportation, authorizations for FY2013 of $10.58 billion and for FY2014 of $10.7 billion; for the Transportation Infrastructure Financing and Innovation Act (TIFIA), which provides credit assistance for surface transportation projects, a significant expansion that could provide credit support of up to $690 million for FY2013 and $9.2 billion for FY2014; major program restructuring, which reduced the number of highway programs by two-thirds and consolidated public transportation programs as well; more distribution of funding via apportionment to the states and less discretionary funding via the Department of Transportation (DOT) to individual projects; no project earmarks; no equity program, instead basing the distribution of highway funding on the FY2012 distribution such that each state will likely receive as much federal highway funding as its highway users paid to the highway account of the HTF; and changes in the National Environmental Policy Act (NEPA) compliance process intended to accelerate project delivery.

Book Surface Transportation Program Reauthorization Issues for Congress

Book excerpt: The Moving Ahead for Progress in the 21st Century Act (MAP-21; P.L. 112-141), a two-year authorization of federal spending on highway and public transportation programs, surface transportation safety and research, and some rail programs, was set to expire September 30, 2014. The Highway and Transportation Funding Act of 2014 (P.L. 113-159), enacted on August 8, 2014, extended the authorization of the programs and expenditure authority of the highway trust fund through May 31, 2015. The legislation also transfers $10.765 billion to the highway trust fund (HTF), with $9.765 billion from the general fund and $1 billion from the Leaking Underground Storage Tank (LUST) fund. Nearly all the funding for highways and most of the funding for public transportation is drawn from the HTF. However, the motor fuel taxes that are the main source of HTF revenue no longer raise enough money to support the programs Congress has authorized. Congressional Budget Office projections indicate that the shortfall between revenues and outlays will average roughly $15 billion annually from FY2015 through FY2020. MAP-21 made up most of the difference between motor fuel tax revenue and spending authorization by transferring money from the Treasury general fund to the HTF. As Congress considers surface transportation reauthorization, the funding shortfall is the major issue framing the debate. The alternatives will involve choices among raising motor fuels taxes, cutting spending, finding other revenue sources for the HTF, approving further transfers from the general fund, and seeking to increase private investment in surface transportation infrastructure. MAP-21 made major changes in the program structure for both highways and public transportation. Some of the changes were designed to increase program efficiency by requiring performance measurement and streamlining project development. As these changes are recent, their effectiveness may be difficult to evaluate.

Available in PDF, EPUB and Kindle. Book excerpt: Policymakers at all levels of government are debating a wide range of options for addressing the nation's faltering economic conditions. One option that is once again receiving attention is accelerated investments in the nation's public infrastructure - that is, highways, mass transit, airports, water supply and wastewater, and other facilities - in order to create jobs while also promoting long-term economic growth. This book discusses policy issues associated with using infrastructure as a mechanism to benefit economic recovery. Discussed are the Federal-Aid Highway Program (FAHP); surface transportation funding and programs under MAP-21; federal-aid highway assistance for disaster-damaged roads and bridges; earthquake risk and U.S. highway infrastructure; information on materials and practices for improving highway pavement performance; federal freight policy; Positive Train Control (PTC); Essential Air Service (EAS); the changing tide of U.S.-international container trade; and containerships that carry inventory for U.S. retailers.

Book excerpt: The nation¿s economic vitality and the quality of life depend on the availability, dependability, and security of its surface transportation (ST) network of roads, railways, ports, and transit systems. For the past several decades, demand has outpaced the capacity of the ST system. Furthermore, fed. ST programs are not effectively addressing key challenges, such as congestion, or ensuring that transportation dollars are well spent. This report: (1) identifies key themes emphasized in proposals by stakeholders, incl. assoc. and research org., for restructuring and funding ST programs; and (2) discusses the extent to which various recommendations align with principles developed for evaluating proposals to restructure and fund ST programs. Book excerpt: In FY 2013, the Department of Transportation (DOT) provided about $50 billion to states and other grantees (such as metropolitan planning organizations and transit agencies) to support highway and transit infrastructure and safety. However, it is not clear if this funding has improved system performance because, in part, these programs have lacked links to performance and national goals. The Moving Ahead for Progress in the 21st Century Act (MAP-21) transformed surface transportation programs by including provisions for both DOT and its grantees to move toward a national performance-based approach. This report examined (1) the progress that DOT has made in developing a national performance-based approach to surface transportation; and (2) the challenges states and other grantees report facing in implementing this approach. Book excerpt: Since 2008, GAO has highlighted the need to demonstrate the outcomes of the billions of dollars the Department of Transportation (DOT) provides to states and other grantees for surface transportation programs. MAP-21 included provisions for DOT and its grantees to move toward a performance-based approach, transforming federal surface transportation programs by holding states and other grantees accountable for results, in many cases for the first time. GAO was asked to review DOT's implementation of TPM. This report focuses on FHWA, which administers the largest grant program of the three DOT agencies involved, and (1) examines the progress made in developing rules to establish a national performance-based approach and (2) evaluates how FHWA is guiding the transition to TPM, among other objectives. GAO reviewed proposed and final rules and information on rulemaking activities and interviewed FHWA officials, national transportation organizations, and a non-generalizable sample of 10 state departments of transportation, among others. States were selected based on factors such as geographic distribution, population, and urban and rural characteristics.
