Book excerpt: Surface-enhanced Raman (SER) spectra are reported for thin films of C60 and (eta 5-C9H7)Ir(CO)(eta2-C60) on gold electrodes in acetonitrile. The latter spectra display the hallmarks of vibrational symmetry lowering for C60 arising from metal coordination, involving splitting of the normally degenerate H (sub g) modes and the appearance of vibrationally forbidden bands. Only a milder selection rule relaxation is observed for SERS of uncoordinated C60. Electroreduction of both C60 and the Ir-C60 complex yielded similar frequency downshifts in the Ag pentagonal pinch mode, indicating that electron addition to the latter is fullerene localized. These spectral shifts are sensitive to the nature of the countercation.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Nanogap devices comprised of a gold nanowire with a nanoscale gap containing C60 were fabricated using electromigration on a silicon substrate. Raman spectra were obtained for various features of this device in order to detect the presence of C6o and study its electronic properties. The 532 nm laser source showed Raman peaks at 300,522,930-980, 1570, 1900 and 2150 cm-1 and the 632 nm laser source showed Raman peaks at 300, 522, 930-980, 1460, and 2124 cm-1. The device feature (gold, C60, silicon or combination thereof) responsible these peaks' presence in Raman spectra was determined. There was peak broadening present at long wavelengths for gold features in the Raman spectra taken using the 532 nm laser and for spectra using the 632 nm laser when C60 is present in high concentrations. This is believed to be an effect of the creation of defects in the C60 lattice due to the presence of oxygen, resulting in Frenkel excitons becoming trapped. When the Frenkel excitons recombine, they emit light causing the photoluminescence at longer wavelengths. Peak broadening was also studied in devices comprised of a gold nanoparticle substrate with C60 spun cast onto the surface. Raman spectra of nanoparticle and nanogap devices shared similar features.

Book excerpt: The interaction of various alkenes with gold electrodes has been studied using surface-enhanced Raman spectroscopy (SERS). Large decreases, from 70 to 140/cm, were observed in the C-C double bond and C triple bond C stretching frequencies upon adsorption which are attributed to adsorbate-surface bonding involving these groups. The potential dependence of these SERS frequencies suggests that the Pi yield s (sigma band) overlap is more prevalent than the d yields pi* (pi bond) interaction. Carbon-hydrogen stretching vibrations, nu(C-H), as well as other skeletal modes were also detected for the adsorbates; paraffinic, olefinic, and aromatic nu(C-H) modes could readily be distinguished although acetylenic nu(CH) modes were too weak to be detected. Generally, the most intense SERS bands relative to those in the bulk-phase spectra are associated with vibrations of the carbon-carbon double or triple bonds. Attempts to examine SERS of adsorbated acetylene were thwarted by a spontaneous surface reaction yielding a film of polyacetylene.

Book excerpt: Detailed vibrational assignments are described for Surface Enhanced Raman (SER) spectra of pentaamminoeosmium(III), (II) and pentaammineruthenium(II) containing pyridine (py), pyrazine (pz), and 4,4'-bipyridine (bpy) ligands adsorbed at the silver-aqueous interface. The assignments are based on group symmetry analysis, deuteration effects, and by comparison with corresponding normal Raman and infrared spectra for the solid-phase complexes and surface and bulk Raman spectra for the corresponding free ligands. Most bands present in the normal Raman and/or infrared spectra also appear in the SER spectra. This results from the high intensity of the SER spectra along with the relaxation of vibrational selection rules for adsorbed molecules. The appearance of intense SER spectra for Os(NH3)5py(III)/(II) and RuII(NH3)5py is noteworthy since unlike free pyridine, these lack an available nitrogen for surface coordination. The results illustrate the virtues of electrochemical SER spectroscopy for examining the detailed vibrational properties of coordination compounds, including those in oxidation states (such as Os(II) here) that are difficult to obtain pure in bulk media.
