Yet in the past their education has attracted little attention from researchers or professionals. Studies by the editors and contributors to this volume show that the educational standards attained by young people in care fall progressively behind those of their peers living with their own families. This research-based book looks at the educational experiences of children and youths in nine different European countries and Canada. It identifies the obstacles that prevent them from realising their aspirations and discusses ways of improving their opportunities. How can countries with different traditions, welfare regimes and administrative systems learn from each other? What needs to be done at national, local and individual levels to give children in care equal chances with those living with their families? At present a child in public care is five times less likely to go to university than others. How can teachers, social workers and carers better support their educational attainment, and enable more of them to succeed and progress to tertiary education? This book was originally published as a special issue of the European Journal of Social Work.

Much is known about strategies to support families and communities in strengthening the MEB development of children and youth, by promoting healthy development and also by preventing and mitigating disorder, so that young people reach adulthood ready to thrive and contribute to society. Over the last decade, a growing body of research has significantly strengthened understanding of healthy MEB development and the factors that influence it, as well as how it can be fostered. Yet, the United States has not taken full advantage of this growing knowledge base. Ten years later, the nation still is not effectively mitigating risks for poor MEB health outcomes; these risks remain prevalent, and available data show no significant reductions in their prevalence. Fostering Healthy Mental, Emotional, and Behavioral Development in Children and Youth: A National Agenda examines the gap between current research and achievable national goals for the next ten years. This report identifies the complexities of childhood influences and highlights the need for a tailored approach when implementing new policies and practices. This report provides a framework for a cohesive, multidisciplinary national approach to improving MEB health.

Book excerpt: Search for Policy We have confirmed through our October 11, 2016, building human assets meeting with the California Department of Education that there is no federal or state policy in place to address the eligibility status of children from a family history of suffering from substance abuserelated disorders. Hence, the Building Human Assets Project Human Systems Research in Education study is in an area not covered by federal or state laws or regulations. This is why a new scientific approach is needed in the best interest of the child. To the benefit of all children, the Individuals with Disabilities Act was reauthorized and signed into law on December 3, 2004 as the Individuals with Disabilities Education Improvement Act of 2004, Public Law 108-446. This includes several requirements effective July 1, 2005, which calls for states to establish policies and regulations that require referral for early intervention services of a child under the age of three who is identified as affected by illegal substance abuse or withdrawal symptoms resulting from parental drug exposure (Section 637[a][6][B]). This relates to the anatomy of the child suspected of suffering from a family history of substance abuserelated disorders The Keeping Children and Families Safe Act of 2003 was intended to add new requirements under the Child Abuse Prevention and Treatment Act of 2004, to include the requirement that states have policies and procedures in place which require health care providers to notify Child Protective Services of infants born and identified as being affected by illegal substance abuse or withdrawal symptoms that result from prenatal drug exposure. Hence, the educational implications for children inflicted with disorders as a result of exposure to drugs in the utero. Early intervention and treatment is a basic need. The 2015 Every Student Succeeds Act (ESSA) shifts federal accountability provisions to the states. ESSA is the law that governs the United States K-12 public education policy, and replaces the No Child Left Behind Act through the reauthorization of the 1965 elementary and secondary education Act (ESEA). ESEA established the American federal governments expanded role in funding education in the best interest of the child. This is the sense through which the words the family community engagement reflects on the compelling needs of the child, the family, and the community.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is concerned with three interconnected issues: the support which is or should be afforded to youth ageing out of state care to enable them to fulfil their academic potential; the interdependence of social aspects of ‘care’ and educational attainment for children growing up in state care; and the conditions which are pre-requisite for transition to fully autonomous adulthood, together with the implications of these for the state’s responsibilities to care leavers. These issues are addressed through a review of international literature based on the educational outcomes and life-chances of youth graduating from state care, analysis of the findings of a three-year qualitative study following the educational transitions of young people, and the use of theoretical frameworks to explore the complexities of children’s experiences of the state care system. In doing so the book balances predominantly needs-based discourses with a children’s right perspective, focusing on competence rather than vulnerability and promoting the development of the skills needed for autonomous adulthood. Reconceptualising Transitions from Care to Independence should be considered essential reading for researchers, practitioners and policy makers in the fields of education, childhood studies and adoption and fostering services. Additionally, the issues addressed are of wider relevance to youth transitions to adulthood.
