Book excerpt: This study used an electronic questionnaire to evaluate the levels of intrinsic motivation, compared to extrinsic motivation, in front-line local government employees. This research also evaluated the relationship between intrinsic motivation and public service motivation (PSM). Further, this research assessed the effects of performance appraisal systems (PAS) on intrinsically motivated front-line local government employees. Current research suggests that public sector employees are more intrinsically motivated than extrinsically motivated. This study found that, while the employees showed higher levels of intrinsic motivation over extrinsic motivation, most of the respondents showed moderately high levels of both intrinsic and extrinsic motivation. Additionally, the literature suggests that public sector employees place a high value on the missions and goals of public organizations, also known as PSM. This study found that, while both intrinsic and extrinsic motivation had an influence on PSM, intrinsic motivation had a greater affect on PSM for front-line local government employees. Current research also suggests that an employee's intrinsic motivation can be diminished by exposure to an external control mechanism such as PAS. However, there are elements of the performance appraisal process, such as employee participation, that may positively influence the employee's attitude towards the management practice. This study found that the type of PAS, whether participatory or non-participatory, caused a variation in the employee's attitudes towards the PAS for intrinsically motivated front-line local government employees.

Book excerpt: The objective of this thesis is to provide both empirical evidence and theoretical explanations that will show the positive and negative effects of intrinsic motivation and reputational concerns in the public sector. The thesis argues that by having intrinsically motivated individuals in the public sector (i.e. individuals that are public service motivated), the government can provide higher quality public goods and services at a lower cost. The thesis finds empirical evidence for the existence of public service motivation and also finds that high extrinsic rewards in the public sector deter individuals with high levels of public service motivation from joining the public sector. There is also empirical evidence showing that individuals remain public service motivated in the long term. This thesis also investigates whether the reputational concerns of a principal (government) can lead to under provision of quality improving effort by contracted firms in procurement contracts. The thesis finds that reputational concerns cause the decision maker to intervene in procurement projects more frequently than is optimal. This then results in the contracted private firm exerting less effort to produce quality improving firm specific investments. Since public service motivation can improve the delivery of public goods and services, these findings lead us to conclude that governments must find ways to recruit a larger proportion of public service motivated individuals into the public sector. These findings also highlight the importance of reputational concerns in the decision making process of governments. They show us that reputational concerns can have very negative effects on procurement contracts.

Research on public service motivation (PSM), a drive to help others grounded in public institutions, has grown to examine career decisions and behaviors within and outside the workplace, but does the influence of PSM extend to individual values? Using data from the Cooperative Congressional Election Study surrounding the 2016 US presidential election, we first examine the antecedents of PSM; how do individual characteristics as well as socioeconomic and sociocultural factors influence levels of PSM? Second, we describe the role PSM plays in shaping public opinion on policy preferences, budget priorities, and political behaviors. Findings have implications for both understanding who has PSM as well as how PSM shapes public preferences, attitudes, and behaviors.

In this article, we investigate whether intrinsic motivation affects the sorting of employees between the private and the public sectors, paying particular attention to whether extrinsic rewards crowd out intrinsic motivation. Using British longitudinal data, we find that individuals are attracted to the public sector by the intrinsic rather than the extrinsic rewards that the sector offers. We also find evidence supporting the intrinsic motivation crowding out hypothesis, in that, higher extrinsic rewards reduce the propensity of intrinsically motivated individuals to accept public sector employment. This is, however, only true for two segments of the UK public sector: the higher education sector and the National Health Service. Although our findings inform the literature on public service motivation, they also pose the question whether lower extrinsic rewards could increase the average quality of job matches in the public sector, thus improving performance without the need for high-powered incentives.

Therefore, it is important to manage knowledge resources that have been learned and stored in organizations. Several scholars in the public administration literature have examined whether public service motivation (PSM) can help employees share their knowledge in ways that contribute to the effective functioning of public organizations. However, the mechanisms by which PSM influences individuals' propensity to share knowledge have not been clarified by past research. Against this background, at first, this study contributes to understanding the relationship between PSM and knowledge sharing by applying self-determination theory with a logical insight of the intrinsic knowledge sharing motivation process. This study also examined that relationship by testing three competing psychological mechanisms based on person-environment (P-E) fit theory: (1) person-group (P-G) fit, (2) person-job (P-J) fit, and (3) person-supervisor (P-S) fit. The research questions for this study are as follows: Do individuals with higher levels of PSM have a higher propensity toward knowledge sharing? Does the congruence between employees and their work environment increase employees' knowledge sharing behavior? Do PSM-driven employees have higher willingness to fit in the work environment? Does P-E fit theory help explain the causal relationship between PSM and knowledge sharing? Based on primary data of 1,094 occupationally diverse employees working in 33 local governments in South Korea, the current study found that caution should be exercised when making claims regarding the effects of PSM on individuals' propensity to share knowledge and that greater emphasis should be placed on ways public sector organizations can foster P-G fit and P-J fit. However, this study also found that the relationship between PSM and knowledge sharing is not mediated by the extent to which employees perceive that their values are congruent with those of their supervisors. A nascent literature has found positive effects of higher pay on ability and no or slightly positive effects on motivation. This paper revisits this issue with a novel subject pool, students destined for the private and public sectors in Indonesia. The analysis uses dictator games and real effort tasks to examine wage effects on a measure of motivation that exactly matches the mission of the public sector task. The model and experimental design allow for precisely measuring (1) the distribution of ability over the effort task; (2) the distribution of motivational preferences for public sector missions; and (3) outside options when choosing to work for public sector missions. Three novel conclusions emerge. First, more pro-social workers do, in fact, exert higher effort in a pro-social task. Second, in contrast to previous research, motivated individuals are more likely to join the public sector when public sector pay is low than when it is high. Third, real public sector workers exhibit greater pro-sociality than private sector workers, even for entrants into the Indonesian Ministry of Finance.
