Each of the military services regularly conducted exchanges, formally and informally, to improve military capability or interoperability. Geographic commanders found engagement to be a useful tool to establish security cooperation and continue to conduct military interaction activities to support national security objectives during peacetime. Included in the areas engagement supported were Military Professionalization, Support of Democratic Values, Humanitarian Assistance, Counterdrug and Counter-Terrorism. Following the publication of the 1995 National Security Strategy of Engagement and Enlargement, the Office of the Secretary of Defense, regional commanders and the joint staff developed a formal peacetime engagement planning process. Through the process each Geographic Combatant Commander developed a regional strategic plan, now referred to as the Theater Security Cooperation Plan that described the security environment, identified engagement objectives and listed associated activities that supported those objectives. A criticism of engagement planning was that the plan was developed and executed with scarce resources and little chance to influence the Planning, Programming, and Budgeting System (PPBS) for support. This Strategy Research Project examines the planning process and offers areas of improvement to better integrate and support Theater Security Cooperation Plans.

Book excerpt: "Professional military education institutions do not provide adequate instruction regarding security cooperation to produce theater campaign planners with the knowledge required to design, arrange, and implement the security cooperation activities that form the core of Theater Campaign Plans. The Guidance for Employment of the Force directs Geographic Combatant Commanders to develop Theater Campaign Plans that integrate steady-state military actions, composed primarily of security cooperation activities, and link them to strategic end states. This construct requires organizations that plan at the theater level to have staff officers who are as well versed in the theory, doctrine, planning, and practice of security cooperation as they are in warfighting. Existing education curricula must incorporate comprehensive security cooperation instruction in order to produce these theater campaign planners. Security cooperation planning is sufficiently different from the planning of traditional military operations to require specific and comprehensive instruction. Professional military education institutions must overcome three major impediments to improving security cooperation instruction: institutional reluctance, lack of doctrinal guidance, and scarcity of faculty experience. The Department of Defense can surmount these challenges through a combination of direction from the Chairman of the Joint Chiefs of Staff, adjustments in doctrine, and a collaborative approach to security cooperation curriculum development and instruction. Implementing these recommendations will result in professional military education graduates who are equipped to lead effective theater campaign planning efforts."--Abstract.

To be effective, theater strategy and theater security cooperation must be derived from and consistently linked to national and multinational strategic guidance and policy, and formulated to meet the requirements found in each region. To attain the combatant commander's strategic security goals, proper support for joint operation plans through organizational structure, force projection, sustainment, readiness training, and force development input is essential. Theater security cooperation directly supports national goals at the regional level, and enhances military operations by obviating the need for military action, or by preparing the environment better for U.S. military intervention, should it be necessary. Theater strategy is an important part of realizing national strategy around the world, and theater security cooperation is not only one of the most powerful tools in attaining the goals of theater strategy, but, through its ability to obviate the need for combat, a cost effective tool as well.

MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air-Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. Book excerpt: The military engagement team (MET) conducts security cooperation engagements with regional military partners in the designated Army Service component command (ASCC) area of responsibility (AOR). These engagements develop relationships and enhance partner capabilities and interoperability, thereby supporting regional stability and security. The purpose is to expand the ASCC's access and influence in the AOR. The MET utilizes its extensive military and civilian skills to promote conditions for cooperation, regional security, and regional stability one engagement and one relationship at a time.The MET is guided by country plans and coordinated efforts involving the ASCC; regionally aligned forces (RAF); and country desk officers (CDOs), military assistance programs, and the Offices of Military Cooperation within the U.S. Embassy. These programs all fall under the umbrella of international military affairs (IMA). The MET succeeds when it enhances the relationships between the ASCC and regional military partners, increases partner nations' interoperability and capability, and contributes to regional security and stability. There is currently one permanent MET assigned to United States Army Central Command (ARCENT) and stationed in Kuwait. The ARCENT MET is active in the Middle East and Central Asia.
