The Act tasked the DoD: to serve as the lead Federal agency for detecting and monitoring aerial and maritime transit of illegal drugs into the United States; to integrate the dedicated command, control, communications, and intelligence assets into an effective communications network; and to provide for an enhanced role for the National Guard. In response to the Act, the Secretary of Defense directed that the Unified Commanders submit plans to the Joint Chiefs of Staff (JCS) for carrying out the counternarcotics mission in their respective area of responsibility (AOR). Five U.S. commands were tasked a counternarcotics mission by the JCS: the Atlantic Command, the Pacific Command, the Southern Command, the North American Aerospace Defense Command, and the Forces Command. As lead Federal agency for detecting and monitoring aerial and maritime transit of illegal drugs into the United States, DoD provides intelligence and other support to its customers, the law enforcement community.

The President's national drug control strategy identifies one such danger as illegal drugs because they attack and subvert the social and economic fabric of the Nation. The volume of drugs which enter the country and the demand for them continue to be a cause of great alarm. While cocaine use has dropped, consumption of marijuana and other illegal drugs is increasing among young people. Perhaps most troubling is that the rate of heroin and methamphetamine use is also growing. The social and health impact of iilegal drug use amounts to $70 billion in illness, death, and crime each year in the United States. Drugs destroy families and overwhelm the criminal justice, health, and social service systems. Most Americans identify it as one of our most acute problems. Moreover, in the source nations of Asia and South America, crime and profits related to trafficking in drugs erode emerging democratic institutions and legitimate economic activity. These worldwide effects make drug trafficking a major international security issue.

Book excerpt: Under the U.S. National Drug Control Strategy, the United States has established domestic and international efforts to reduce the supply and demand for illegal drugs. The strategy includes five goals intended to integrate the budgets and activities of all organizations involved in counterdrug efforts. The goals focus on education, law enforcement, and treatment in the United States and on eradication, alternative development, interdiction, support for host nations, money laundering, and other issues outside the United States. Goal four of the National Drug Control Strategy is 'to shield America's air, land, and sea frontiers from the drug threat.' In its efforts to achieve this goal, the United States has efforts underway to detect, monitor, and interdict illegal narcotics moving through the transit zone. From 1986 to 1996, the United States spent about $103 billion on efforts to reduce drug supply and demand. About $20 billion of this amount was expended on international counternarcotics efforts, including $4.1 billion to support crop eradication, alternative development, and increased foreign law enforcement capabilities and $15.6 billion for interdiction activities. Funding for drug interdiction in the transit zone declined from about $1 billion in 1992 to $600 million in 1996.
