The platform facilitates the transformation process in rural areas by making relevant and innovative technologies available to farmers in the field. In doing so, TECA further enhances the access to knowledge of smallholder producers in rural areas increasing their capacity to innovate and contribute to achieving the Sustainable Development Goals (SDGs). This catalogue promotes a set of successful innovations for farmers on the occasion of the FAO International Symposium on Agricultural Innovation for Family Farmers: Unlocking the potential of agricultural innovation to achieve the Sustainable Development Goals, which will be celebrated in FAO Headquarters on 2123 November 2018. The technologies presented are concrete actions that have solved specific development challenges and promote sustainable and inclusive rural transformations. The technologies and practices are designed following the FAOTECA platform standards and have been tested and refined in the field. Each practice supports smallholder farmers and those providing advisory services to agricultural producers, to identify specific needs, select the correct practices and to implement technologies adequately. Developed with the help of FAO in cooperation with the FAO Departments of Agriculture and Consumer Protection, the Department of Fisheries and Aquaculture and other key partners, the GIZ, ICRAF, IFOAM and Swisscontact, this catalogue aims at illustrating how sharing knowledge may unlock innovation throughout the farming process.

Book excerpt: The farm structures in the countries in Eastern Europe and Central Asia are highly diverse, but in most of the countries are still largely dominated by smallholders and family farms. Supporting smallholders and family farms is one of four priorities for the Food and Agriculture Organization of the United Nations (FAO) in Europe and Central Asia, confirmed by the FAO Regional Conference in 2018. FAO established in the region in 2014 the Regional Initiative on Empowering Smallholders and Family Farms for Improved Rural Livelihoods and Poverty Reduction (Regional Initiative 1) as a programmatic umbrella for the implementation of support to smallholders and family farms in the programme countries in the region. During 2018-2019, FAO REU conducted country studies on the needs and constraints of smallholders and family farms in eight countries of the region. Seven of these were funded from a regional project (TCP/RER/3601) and the Serbian study was financed from extra budgetary funds. The countries were selected from among those where smallholders and family farms dominate the farm structures and from the various sub-regions so that together they provide a regional overview. The countries covered in the report are Albania, Armenia, Georgia, Kyrgyzstan, Republic of Moldova, North Macedonia, Serbia and Tajikistan. The methodology was common among the eight country studies, although with some variations from country to country due to differences in national contexts. The eight studies were elaborated by national experts supported by international consultants and FAO technical guidance. The research methodology combines the use of desk research and statistics, interviews with key stakeholders, workshops with key stakeholders and decision makers, and the use of qualitative cases.

Book excerpt: Multi-actor agricultural innovation platforms (MAIPs), as models for inclusive and collaborative innovation, are increasingly deployed in farmer communities to solve the last-mile bottleneck, namely, the empowerment of smallholder farmers and value chain actors to access innovation and services to drive field-level change. Facilitators play a critical role in establishing and operating MAIPs, stimulating interactions among MAIP actors and thereby supporting co-innovation and co-learning processes. They are usually specialized MAIP actors (e.g. researchers, extension agents, agricultural educationists, brokers, NGO activists, traders and processors). Qualified MAIP facilitators, as value chain intermediaries and coordinators, are required to have strong facilitation skills and relevant technical background. They are normally trained through training of MAIP facilitator courses or through the implementation of a MAIP. This handbook aims to support MAIP facilitators to establish and operate MAIPs. It summarizes the experience of the MAIPs in persimmon, hazelnut and honey value chains that FAO implemented as part of the European Union-funded project “Development of sustainable and inclusive local food systems in north-west region of Azerbaijan (GCP/AZE/014/EC)”, the “Tropical Agricultural Platform Agricultural Innovation System (TAP-AIS)” project implemented in Malawi, and the Science and Technology Backyard (STB) initiative led by the China Agricultural University (CAU). It also draws on the experience of the training course “Training of master trainers for establishing and operating Multi-actors Agricultural Innovation Platforms” co-organized by FAO and CAU on 11–15 July 2023.

Book excerpt: Social capital is a key factor that concerns the ability of people to cooperate for common goals. What we have learned over the past decades, from organizational experiences in developing countries and countries in transition, is that physical and human capital accumulation by itself is not sufficient to induce development. Investments in physical capital (infrastructure and equipment) and human capital (skills development) are necessary conditions, but they are far from sufficient; they need to be complemented with the development of social capital (Stiglitz, 1998). This Learning Guide for Trainers focuses on “Empowering farmers through the creation of social capital,” recognizing the fundamental role that social capital plays for healthy and sustainable organizations. Encouraging farmers and their groups to form associations or federations enhances their capacities to learn from each other, exchange reliable information about what works and what does not work, and monitor the accountability of their members.

As the world emerges from the COVID-19 pandemic and deals with other drivers of food security, poverty and inequality, the international community is calling for a climate-resilient and sustainable recovery. Supporting the shift away from disaster response toward preventative and anticipatory action is fundamental to address the growing challenges faced by agriculture and food systems. Climate services highlight the role of science and technology in providing innovative solutions for risk reduction, effective resilience policies and adaptation planning. Underpinned by robust science and agrometeorological data, climate services and digital advisories bring tailored climate information to agricultural producers and value chain actors. But despite increasing evidence of the benefits of climate services, there are still major gaps in their development worldwide. This global assessment points to a significant gap in investment in climate services for the last mile – the small-scale farmers and most marginalized communities. Bridging this gap and scaling climate services is essential if actionable information is to be communicated in an equitable and effective manner to users, making sure no one is left behind. The report presents the latest data on the state of climate services for agricultural users with surveys from 36 countries across all FAO regions. The report’s findings have major implications for institutional frameworks to effectively target investments in resilience, preparedness and recovery. Case studies highlight additional challenges, opportunities and lessons learned from specific interventions across the climate services provision framework. Despite many challenges, climate services have demonstrable benefits to agriculture and food security by navigating agricultural producers around unpredictable and changing weather patterns. The report presents a blueprint for targeted investments to ensure that finance is effectively allocated not only to enhance the production of climate services, but also their provision, engagement and application by agricultural communities.

Special agricultural products (SAPs) are agricultural products with unique qualities and special characteristics associated with geographical locations, farming practices and cultural heritages. They are important examples of underutilized resources, which have not received the same attention as commonly known agricultural products, but which can significantly contribute to ensuring food security and healthy diets, supporting a sustainable bioeconomy, and improving farmers’ livelihoods and economic growth while protecting the environment and biodiversity. SAPs include all kinds of agricultural products, with the potential to become national or local agricultural products, and to be integrated into local, regional, and global markets and trade. In this context, Global Action has been developed based on the renewed mission of FAO. Book excerpt: Many national legal frameworks still do not include laws and measures specifically intended to tackle climate change in the agriculture sectors. However, national laws and institutional frameworks are necessary for good governance and can operate to support the implementation of national policy and international commitments, including on climate change. Indeed, Target 16.3 of the Sustainable Development Goals calls for the promotion of the rule of law, and the assurance of equal access to justice for all. This is both an important stand-alone goal and an enabling goal for the realization of the transformative 2030 Agenda for Sustainable Development‎. Furthermore, the Food and Agriculture Organization of the United Nations (FAO) sees appropriately designed, informed and responsive national legal and institutional frameworks as key to supporting the implementation of countries’ commitments under the 2015 Paris Agreement, as well as their Nationally Determined Contribution in the food, agriculture and natural resources sectors. Climate change presents multiple challenges and it cannot be addressed effectively in silos. Attention must be paid not only to specific agriculture sectors, but also to governance areas that are interconnected with agriculture, such as public spending and investment, social protection and rural development. Efforts should be coordinated with the engagement of civil society, including the legal profession, vulnerable groups and the private sector.This Study addresses the principal expressions of the food and agriculture sector (crops and livestock agriculture, forestry and fisheries), looking at the critical cross-cutting issues and their integration into agriculture law. It provides a comprehensive overview of the legal and institutional issues to consider when working towards preparing the agriculture sector for the challenges of climate change.

Through their partnership, the Caribbean Development Bank (CDB) and the Food and Agriculture Organization of the United Nations (FAO) have produced this comprehensive study on the State of Agriculture in the Caribbean, drawing upon decades of research on the many drivers of change affecting the CDB’s Borrowing Member Countries (BMCs), including international trade, institutional policies, and climate change. This report follows forty years of structural change in the agriculture sector of BMCs, and can support the development of an updated Agriculture Sector Strategy, by identifying key trends in agriculture in BMCs, and the related opportunities for investments in support of growth, poverty reduction, and sustainability. The Study concludes that agriculture can be an important source for economic growth and a key contributor to poverty reduction, particularly for households that are profiting less from the growth in other sectors. Through the promotion of inclusive and sustainable agricultural development, CDB can play an instrumental role in supporting BMCs in meeting their SDGs targets particularly in relation to socio-economic and environmental challenges, including poverty (SDG1) food and nutrition insecurity (SDG2), obesity (SDG3), youth unemployment (SDG8), resilient infrastructure (SDG9), gender inequality (SDG5), sustainable use of natural resources, and climate change (SDG13).

Since farmers are the developers and custodians of crop diversity in the field, their rights in this regard are critical to maintain their pivotal role in providing food security and nutrition – never more so than in the current era of climate change and other major challenges facing humanity. The International Treaty on Plant Genetic Resources (International Treaty) is the first legally binding international agreement to formally recognize the contribution of local and Indigenous communities and farmers to the conservation and development of plant genetic resources for food and agriculture. Article 9 of the International Treaty provides for the recognition, realization and promotion of Farmers’ Rights as they relate to plant genetic resources for food and agriculture. Farmers’ Rights can be realized through a series of measures and practices that can be put in place to protect, promote and realize these rights. The promotion and realization of these rights enable farmers and farming communities to continue performing their role as developers and custodians of crop diversity, and to feed the world for the generations to come. This publication presents the “Options for encouraging, guiding, and promoting the realization of Farmers' Rights, as set out in Article 9 of the International Treaty". It contains 27 options developed by an expert group, drawing on the experiences of Contracting Parties and stakeholders. Contracting Parties and interested stakeholders are invited to consider the full range of options for implementing Farmers' Rights at the national level, in accordance with their needs and priorities and as appropriate.
