A detailed analysis of Supply Vessel Employment during the 1979 drilling season reveals that, whilst utilization rates were high (71.8%), overall performance efficiency was only 32.2%. Suggested improvements in turn-round at Tuktoyaktuk and at the drillships, and improvements in the presently excessive anchor handling times, would lead to an enhanced average performance efficiency of 61.8%. Attaining this target would represent one extra supply vessel equivalent. 2. Employment of supply vessels on stand-by duties is not cost-effective. The acquisition of 4 purpose designed/built stand-by vessels (at approx. $1.5 million each) would result in operational cost savings of 1.3 m per annum. The supply vessels thus released from stand-by duties would represent a further extra 1.95 supply vessel equivalent. 3. The present Fleet Management at Tuktoyaktuk deserves recognition for what it has accomplished to date; but the system now requires upgrading in terms of operational efficiency. Cornerstones of the recommended reorganization are the appointment of a strong Fleet Manager and the removal of the operational control of the supply vessels from the drillships. 4. The 1980 Support Fleet Scenario is laid out in detail and graphically illustrated. No supply problems are perceived, and it is assumed that a second Class 3 icebreaker/anchor handling vessel (designed as AHV-X3) will be available to support the second drillship operating until the end of November. The need to re-supply the icebreakers with fuel during the extended period would render re-powering the Supplier 8 highly desirable (during the 1979-1980 lay-up season). 5.The 1981 Scenario projects the arrival of the first Swivel Drillship and of the first AML6-X10 icebreaker. Re-supplying the SDS (with barite and cement) could be accomplished by having in place at least two stand-by vessels mentioned in (2) above, thus releasing 2 Arctic Class 2 supply vessels. 6. Re-supplying the icebreakers with fuel, whilst not a critical problem in 1981, will become increasingly difficult in the years to follow. A 4,000 - 4,5000 DWT Arctic Class 6 supply tanker is perceived as the long term solution. Such a vessel could be designed to also carry all other consumable items of drilling supplies. 7. Non-conventional supply vehicles (Helicopters and Air-Cushion Vehicles) have been evaluated and found to be non cost-efficient for deep winter supply operations in the Beaufort Sea. 8. An overview of the 1982-85 period foresees the need (arising from year round drilling operations) for limited number of a new type of large supply vessels (Arctic Class 6). ... The objective of this study is to evaluate the CanMar Support Fleet performance during the 1979 drilling season; to review the fleet management practices; and to project the operating scenarios for 1980 and 1981"--Leaves 1-2.
