Book excerpt: Excerpt from Supplement to United States Coast Pilot: Atlantic Coast; Section B, Cape Cod to Sandy Hook; April 21, 1943 Wartime regulations affecting the anchorage and movement of vessels, and the loading and discharging of explosives or inflammable material, or other dangerous cargo in the ports of the United States and territorial possessions are in effect. Information concerning these new regulations should be obtained from the Captain of the Port involved. The Captain of the Port is an Officer functioning directly under the Commandant of the Naval District. Mine fields, obstructions, defensive sea areas, and, in some places maritime control areas have been established in the approaches to certain ports and in various localities along the coasts of the United States and its possessions. Mariners are warned to use extreme caution when approaching affected areas and vessels entering them without permission will incur real danger to themselves. Shipping is enjoined, to Obtain routing instructions, at each time and port Of departure, from local United States Naval, or, if such are not present, United States Consular authorities. During blackouts, mariners navigating in harbors, anchorages, channels, rivers and other inland waters are advised to tie up, or anchor in open waters, in anchorages, alongside channels, or in channels as conditions permit, and to Observe blackout of vessel's lights, including anchor lights.
