Book excerpt: The major problem affecting the Aquatic Plant Control Operations Support Ceners(APCOSC) and the overall aquatic plant control program remains the same as last year: funding. North Carolina, South Carolina, Delaware, California, Texas, Alabama, and several other states now have established hydrilla infestations. North and South Carolina have taken aggressive approaches in addressing the hydrilla program; however, to date, these areas have not been funded in the Corps' aquatic plant control budget. The Jacksonville District has been able during the past two fiscal years to release funds for limited control of vegetation in Lake Marion, S.C.; however, these funds have had minimal impact on the overall program. The spread of hydrilla and Eurasian watermilfoil is now seriously limiting the Corps' ability to adequately support both the operational and research programs under the $5.0 million limitations of Public Law 89-298. Since this funding ceiling was established when waterhyacinth was the major problem species in the United States, the Corps would be fully justified in actively pursuing with both the Office of Management and Budget and Congress an increase in the $5.0 million limitation and full funding to the limit of the increased cap.

Book excerpt: This design memorandum recommends a plan for the control of Eurasian watermilfoil, a nonnative aquatic plant, in the waters of Washington State. The plan was developed in response to a request from the State of Washington. Milfoil is presently a problem in several lakes, rivers, and reservoirs in eastern Washington and the Puget Sound area in western Washington. It has curtailed recreation activities in these areas and has the potential of decreasing water quality and impacting hydropower production, fish and wildlife, irrigated agriculture, and public health. In 1978, there were approximately 1,500 acres of navigable and nonnavigable waters with milfoil growth throughout the state. It is estimated that 113,000 acres of navigable waters could become infested within the next 15 years. The recommended plan consists of methods of prevention and control outlined in the report.
