  • ISBN : 1437920799
  • Pages : 130 pages

Download or read book Superfund written by John B. Stephenson and published by DIANE Publishing. This book was released on 2010 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: Under the Superfund program, the EPA places the most seriously contaminated sites on the National Priorities List. EPA may compel site cleanups by parties responsible for contamination, or conduct cleanups itself and have these parties reimburse its costs. The program is funded by a trust fund, which is largely supported by general fund appropriations. This report examines: (1) EPA's enforcement action outcomes and the factors parties consider in reaching these outcomes; (2) any trends in litigation to resolve Superfund liability; and (3) the program's status and costs. The report obtained and analyzed Superfund program data from EPA, as well as data on Superfund litigation from cases filed in U.S. district courts. Includes recommendations. Illustrations.

Book Superfund and Mining Megasites

Download or read book Superfund and Mining Megasites written by National Research Council and published by National Academies Press. This book was released on 2006-01-29 with total page 505 pages. Available in PDF, EPUB and Kindle. Book excerpt: For more than 100 years, the Coeur d' Alene River Basin has been known as "The Silver Valley" for being one of the most productive silver, lead, and zinc mining areas in the United States. Over time, high levels of metals (including lead, arsenic, cadmium, and zinc) were discovered in the local environment and elevated blood lead levels were found in children in communities near the metal-refining and smelter complex. In 1983, the U.S. Environmental Protection Agency (EPA) listed a 21-square mile mining area in northern Idaho as a Superfund site. EPA extended those boundaries in 1998 to include areas throughout the 1500-square mile area Coeur d'Alene River Basin project area. Under Superfund, EPA has developed a plan to clean up the contaminated area that will cost an estimated $359 million over 3 decades-and this effort is only the first step in the cleanup process. Superfund and Mining Megasites: Lessons from Coeur d'Alene River Basin evaluates the issues and concerns that have been raised regarding EPA's decisions about cleaning up the area. The scientific and technical practices used by EPA to make decisions about human health risks at the Coeur d'Alene River Basin Superfund site are generally sound; however, there are substantial concerns regarding environmental protection decisions, particularly dealing with the effectiveness of long-term plans.

Download or read book Enforcement at the EPA written by Joel A. Mintz and published by Univ of TX + ORM. This book was released on 2012-05-10 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: A former EPA chief attorney traces the tumultuous history of the agency’s enforcement efforts from the Nixon through the second Bush administrations. Based on 190 personal interviews with present and former enforcement officials at EPA, the U.S. Department of Justice, and key congressional staff members—along with extensive research among EPA documents and secondary sources—this book vividly recounts the often-tumultuous history of EPA’s enforcement program. It also analyzes some important questions regarding EPA’s institutional relationships and the Agency’s working environment. This revised and updated edition adds substantial new chapters examining EPA enforcement during the Clinton and George W. Bush administrations. Its treatment of issues of civil service decline and the applicability of captive agency theory is also new and original. The first published work to treat the historical evolution of EPA enforcement, this book provides a candid inside glimpse of a crucial aspect of the work of an important federal agency. “Explores the agency’s strengths and weaknesses . . . With insight and intimate knowledge of enforcement and compliance, Mintz relates an interesting story.” —Ecology Law Quarterly

Book Superfund

Download or read book Superfund written by John B. Stephenson and published by DIANE Publishing. This book was released on 2009-02 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: One in four Americans lives within 3 miles of a hazardous waste site (HWS). To clean up the highly contaminated sites, the Congress established the Superfund program in 1980. EPA has identified more than 47,000 HWS potentially requiring cleanup actions and has placed more than 1,500 of the most seriously contaminated sites on its National Priorities List (NPL). Cleanup efforts at NPL sites are expensive and can take many years. To fund program activities, a trust fund was financed by taxes on crude oil and certain chemicals, as well as an environ. tax assessed on corp. This report examines the: (1) sources of funding for the Superfund trust fund; and (2) allocation of these resources to Superfund program activities. Illustrations.

Book Alternatives for Managing the Nation s Complex Contaminated Groundwater Sites

Download or read book Alternatives for Managing the Nation s Complex Contaminated Groundwater Sites written by National Research Council and published by National Academies Press. This book was released on 2013-02-27 with total page 423 pages. Available in PDF, EPUB and Kindle. Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.
