However, this success story seems to be going astray. The crux of the problem, this volume suggests, is that externally driven modernization to meet national food needs pushed Punjab into highly specialized production of wheat and rice, resulting in over-utilisation of natural resources with adverse environmental consequences that jeopardizing the long-term viability and sustainability of the agrarian economy. Stagnating productivity, reduced farm size, falling household incomes, depleting groundwater resources, are only a few of the problems that characterise Punjab’s agriculture today. The book establishes clearly that rural development implies more than transformation of traditional agriculture. Apart from ensuring efficient use of limited resources to sustain agricultural production, rural policy should encompass promotion of non-farm activities, investments in social and economic structure and civic amenities.

Book excerpt: Oilseeds in Pakistan characterizes a policy failure as the production of oilseeds as well as edible oil has been on the decline despite various initiatives. The country has been augmenting growing demand-supply gap through imports since early 1970. The domestic production contributes only 13-15 percent of the total consumption while 85-87 percent is met through imports. Per capita consumption of vegetable oil has risen from 5.31 kg in 1973-74 to 20 kg in 2018 and is likely to move to 22 kg by 2028 projecting total consumption to 6.5 million tons by 2028 against current local production of less than 0.5 million tons, widening the demand-supply gap further. The import bill for these products has reached over US$4 billion in FY2021 which is straining the balance of trade and the balance of payment. With global uncertainties and challenges facing the oilseeds sector including the sharp price fluctuations and market instability and favorable tariffs for imports, the import bill is likely to move upward underscoring the need for well thought out policy and planning.

And it is the need of the hour in a country where population is rapidly growing and where climate changes (increases in temperature, changes in rainfall pattern, extreme weather events) evidence the vulnerability of the current agricultural systems. From a side AEZ will help to make smallholder farming a profitable business and overall enhance agriculture efficiency. On the other side, policymakers will be able to use data of AEZ and associated information on land characteristics (soil quality, topography, agricultural land use, yeld etc) to formulate optimal policies for sustainable agricultural production.
