In doing so, we have made a special attempt to locate and analyze recent opinion data on the eight national goals developed under the auspices of President Bush, President Clinton and the nation's Governors. These are: helping children start school ready to learn, increasing the school completion rate, enhancing student achievement and raising academic standards, increasing opportunities for teacher education and professional development, improving math and science education, increasing the adult literacy rate and encouraging lifelong learning, making schools safe, disciplined and drug-free, and increasing parental participation.

Following a statement of the eight Goals, part 1 explains the nature and purposes of the Goals. Part 2, "Summary of Progress to Date," evaluates national and state progress made toward these goals since 1990, the year they were established, placing emphasis on state improvement over time. Part 3 summarizes national progress, and part 4 summarizes state progress for each goal for the 34 state indicators. Much has been accomplished, but progress toward the Goals has not been uniform across the Goals or across the states. Much more must be done, particularly with regard to teacher education and professional development, mathematics and science achievement, the reduction of drug and alcohol use, and the promotion of safe and orderly schools. Standard forms of statistical measurement (attendance, dropout, and graduation rates) have consistently shown negative ratings in schools across America. These measurements are indicators that students' educational needs are not being appropriately dealt with. This study shows how increased accommodation has a major impact on the educational success rates of at-risk students. It also reveals the importance of going beyond societal expectations and limits to reach students educationally. Finally, this study proves at-risk students will take responsibility for their educational success without losing accountability or being enabled.

The mathematics standards, which were revised in 2000, have been joined by standards in many subjects, including the National Research Council's National Science Education Standards published in 1996 and the Standards for Technical Literacy issued by the International Technology Education Association in 2000. There is no doubt that standards have begun to influence the education system. The question remains, however, what the nature of that influence is and, most importantly, whether standards truly improve student learning. To answer those questions, one must begin to examine the ways in which components of the system have been influenced by the standards. Investigating the Influence of Standards provides a framework to guide the design, conduct, and interpretation of research regarding the influences of nationally promulgated standards in mathematics, science, and technology education on student learning. Researchers and consumers of research such as teachers, teacher educators, and administrators will find the framework useful as they work toward developing an understanding of the influence of standards.
