Book excerpt: "Summer bridge programs" are designed to ease the transition to college and support postsecondary success by providing students with the academic skills and social resources needed to succeed in a college environment. These programs occur in the summer "bridge" period between high school and college. Although the content of summer bridge programs can vary across institutions and by the population served, they typically last 2-4 weeks and involve (a) an in-depth orientation to college life and resources, (b) academic advising, (c) training in skills necessary for college success (e.g., time management and study skills), and/or (d) accelerated academic coursework. The What Works Clearinghouse (WWC) identified one study of "summer bridge programs" that both falls within the scope of the Supporting Postsecondary Success topic area and meets WWC group design standards. This study meets WWC group design standards with reservations. The study included 2,222 undergraduate students enrolled at Georgia Tech. Based on the study, "summer bridge programs" were found to have potentially positive effects on postsecondary attainment for postsecondary students. (2010); (2) Outcome measure for the degree attainment (college) domain; and (3) Findings included in the rating for the degree attainment (college) domain. Book excerpt: Developmental summer bridge programs are designed to reduce the need for developmental education in college by providing students with accelerated instruction in areas where additional knowledge and skills are needed to help them succeed in higher education. The WWC identified one study of developmental summer bridge programs that meets WWC standards. In this study, the overall effects of developmental summer bridge programs on academic achievement, postsecondary enrollment, and credit accumulation for postsecondary students were neither statistically significant nor large enough to be considered substantively important. Based on this research, the WWC found that developmental summer bridge programs have no discernible effects on academic achievement, postsecondary enrollment, and credit accumulation for postsecondary students. A glossary of terms is provided. Appended are: (1) Research details for Barnett et al. (2012); (2) Outcome measures for each domain; (3) Findings included in the rating for the academic achievement domain; (4) Findings included in the rating for the postsecondary enrollment domain; (5) Findings included in the rating for the credit accumulation domain; (6) Description of supplemental findings for the academic achievement domain; and (7) Description of supplemental findings for the credit accumulation domain. Book excerpt: Summer Training and Education Program (STEP) is a summer employment, academic remediation, and life skills program intended to lower school dropout rates by reducing summer learning loss and preventing teen parenthood. The program is integrated into the federal summer jobs program and is offered during six-to-eight-week sessions in two consecutive summers. It includes part-time summer work at minimum wage, a daily reading and math curriculum, and "life skills and opportunities" classes that focus on topics such as sexual behavior, drug use, careers, and community involvement. The program serves low-income 14- and 15-year-olds who have tested below grade level in either reading or math. The What Works Clearinghouse (WWC) reviewed three studies of STEP. Two of these studies do not meet either WWC evidence standards or eligibility screens. Based on the remaining study, a randomized controlled trial including more than 2,500 students in Massachusetts, California, Washington, and Oregon, the WWC found the intervention to have no discernible effects on either staying in school or progressing in school. The conclusions presented in this report may change as new research emerges. Six appendices are included. (1) Study Characteristics; (2) Outcome measures for the staying and progressing in school domains; (3) Summary of study findings included in the rating for the staying and progressing in school domains; (4) Summary of graduation rate findings; (5) STEP rating for the staying and progressing in school domains; and (6) Extent of evidence by domain. Using a whole-school improvement approach, the goal of "Success for All"[R] is for all students (including English language learners) to read at grade level by the end of the third grade. The program consists of 90 minutes of daily instruction, during which time students are grouped by their instructional level rather than their current grade level. Students are moved to new reading groups every quarter based on their progress in pursuit of the program's goal. The What Works Clearinghouse (WWC) identified 30 studies of the impact of "Success for All"[R] on English language learners that were published or released between 1983 and 2012. Eight studies are within the scope of the English Language Learners review protocol but do not meet WWC evidence standards. Four studies did not establish that the comparison group was comparable to the intervention group prior to the start of the intervention. Three studies had only one unit assigned to one or both conditions, which makes it impossible to attribute the observed effect solely to the "Success for All"[R] intervention. One study had a separate technology intervention used in addition to "Success for All"[R] in some intervention schools and no comparison schools, which makes it impossible to attribute the observed effect solely to the "Success for All"[R] intervention. Fourteen studies are out of the scope of the English Language Learners review protocol because they have an ineligible study design. Eight studies are out of the scope of the English Language Learners review protocol for reasons other than study design. A glossary of terms is included. "YouthBuild's" education component emphasizes attaining a GED or high school diploma, typically in alternative schools with small class sizes and an emphasis on individualized instruction. In "YouthBuild's" job-training program, participants work in construction jobs building affordable housing for low-income and homeless people in their communities. "YouthBuild" is targeted to youth between the ages of 16 and 24 who are from low-income families and who have demonstrated educational need, typically by being high school dropouts. Participants spend six months to two years in the program. During this time, they alternate weeks between being full-time students and working full-time in the job-training program. Throughout the program, youth participate in counseling, peer support groups, and life-planning exercises that are intended to encourage them to overcome negative habits and pursue life goals. "YouthBuild" programs are typically sponsored by community- or faith-based organizations. These programs are linked by a centralized national office that provides implementation support to local "YouthBuild" sites, such as staff training and information on best practices and program innovations. The WWC identified 32 studies of YouthBuild that were published or released between 1996 and 2009. No studies of "YouthBuild" that fall within the scope of the Dropout Prevention review protocol meet What Works Clearinghouse (WWC) evidence standards. The lack of studies meeting WWC evidence standards means that, at this time, the WWC is unable to draw any conclusions based on research about the effectiveness or ineffectiveness of "YouthBuild." National estimates put the student attrition rate before tenth grade at between 11 and 33 percent, and only about 70 percent of ninth graders make it to graduation. This policy brief focuses on one type of activity that is designed to help eighth-grade students make a successful transition to high school: eighth-grade summer bridge programs. These programs are similar in concept to their counterparts for aspiring college bound students who may benefit from extra support. Students are identified and recruited into a summer program that offers academic remediation, social support, and orientation activities that are designed to enhance their ability to succeed during their freshman year. As part of a comprehensive transition approach, summer bridge programs can be a promising practice for school administrators and policymakers to consider. Design and policy issues discussed include: (1) Determining the student population; (2) Creating the curriculum; (3) Staffing the program; (4) Instituting a code of conduct; (5) Assessing the program; and (6) Offering special incentives.
